Job Title: Program Manager
Primary Location: Clarksburg, WV
Clearance: Top-Secret with SCI eligibility
Position Summary:
We are seeking a highly skilled Program Manager to oversee and support mission-critical technical and operational programs. This role requires an experienced professional who can manage complex technological initiatives, drive alignment with organizational goals, and ensure operational excellence across a portfolio of high-impact government programs. Candidates must possess an active Top Secret security clearance (SCI eligible) and have a strong background in program management within a technology or federal contracting environment.
Responsibilities:
Lead the technical and operational support program missions and responses to critical incidents.
Define and manage program objectives, scope, timelines, and success criteria in alignment with strategic goals.
Develop and maintain a detailed program roadmap, including timelines, milestones, deliverables, and project interdependencies.
Coordinate across multiple project managers and technical teams to ensure consistency, effective communication, and collaboration.
Serve as the primary escalation point for program-level issues and risks; ensure proactive identification, tracking, and mitigation of risks.
Manage program budgets, personnel, and tools, ensuring alignment with financial goals and identifying gaps or needs.
Collaborate with stakeholders to gather requirements for infrastructure, applications, and services and translate them into actionable plans.
Provide timely reports, metrics, and updates on program progress, efficiency, and effectiveness.
Maintain awareness of related initiatives across government agencies and identify opportunities for increased efficiency.
Foster and maintain relationships with customers and partners.
Ensure comprehensive documentation and knowledge sharing across teams.
Act as the central point of contact for all program communications and updates.Required Qualifications:
Active Top-Secret security clearance with eligibility for SCI access
Bachelor’s degree in a relevant field (e.g., Computer Science, Engineering, Business, or related discipline)
Minimum 7 years of experience managing complex technology programs in a government or defense environment
PMP (Project Management Professional) certification or equivalent
Demonstrated experience with petabyte-scale technology programs
Deep understanding of SAFe/Agile methodologies and modern project management tools
Strong experience leading cross-functional teams across software development, cybersecurity, and IT infrastructure
Working knowledge of federal cybersecurity guidelines, including compliance with Executive Order 14028
Experience in budgeting, forecasting, and program-level financial management
Exceptional communication, negotiation, and stakeholder engagement skills
