Job Description

The TFS Program Coordinator I, under general direction of the Water Resources Program Leader, helps to develop, coordinate and implement programs related to forest restoration, recovery and resilience. Objectives are achieved by enhancing stakeholder understanding of forest resilience prior to disasters, engaging in disaster response to minimize and mitigate impacts and leading agency post-disaster response efforts in stabilization, restoration and recovery. The incumbent will serve as subject matter expert in restoration and recovery and provide education and technical assistance to landowners, agency cooperators and internal personnel. The incumbent is responsible for coordinating response efforts to protect natural resources during and after disaster events to include Watershed Assessment Team - Emergency Response (WATER), fireline resource advisors (READ) and Burned Area Emergency Response (BAER). In addition, this position will administer landowner cost-share programs including the Texas Resilient Landscapes Initiative and may oversee other Landscape Scale Restoration Projects.

***This is a three (3) year term-limited position with possibility for extension contingent upon funding The position will be located in either College Station or Austin. ***

Responsibilities:

-Administer "Texas Resilient Landscapes Initiative" providing cost-share assistance for landowners seeking to reforest at-risk lands following natural disasters. Provide technical assistance to landowners and foresters during all stages of the application and project completion. Review applications, track progress and maintain detailed records and reporting.

-Train agency emergency response personnel and cooperators in proper Best Management Practices (BMPs) for resource protection during wildland fire operations. Develop technical materials and trainings on BMPs, minimum impact suppression tactics, recognizing significant resources and emergency landscape stabilization.

-Respond to wildfires and other all-hazard emergency events as a Resource Advisor, Watershed Assessment Team member or a BAER Team member. Assist in developing standards of operation and training for team members.

-Provide technical assistance to the public post-fire/disaster including, but not limited to, site visits, stewardship plans and workshops.

-Assist with reforestation and restoration efforts on state and local public lands and occasionally on private properties under special agreement with the landowner.

-Grant writing, reporting and management, manage applicable grants such as Landscape Scale Restoration projects and pursue other program/project funding sources.

-Perform administrative tasks related to time and expense reporting, physical asset inventories.

-Support other agency programs, including forest health, forest stewardship, water resources and emergency response as needed.

-Other duties as assigned.

All duties listed above may be subject to the following conditions: may require exposure to harsh environmental conditions such as smoke, wind, sunlight, rain and temperature extremes. May require walking long distances, standing for extended periods, twisting, bending, reaching and kneeling. May require lifting and carrying heavy objects. May require driving motor vehicles on and off road for long distances in require travel in State vehicles with overnight stays. May require extended communication with the general public and employees in person, by phone or electronically. May require extensive organization and team-building skills as well as extensive computers skills and operating computers with monitors for extended periods of time. Emergency response may result in exposure to emotionally stressful situations for extended periods of time. This position must meet an annual physical fitness standard by passing the Moderate level WCT.

Education and Experience:

Required Education: Bachelor's degree in Forestry, Natural Resources or related field of study.

Preferred Education: Master's degree in Forestry, Natural Resources or related field of study.

Required Experience: Four (4) years experience in forestry, natural resource management or soil and water conservation.

Preferred Experience: Two (2) years of specialized field experience in post-fire recovery, grant writing and management. Employee supervision.

Knowledge, Skills and Abilities:

Required Knowledge: Microsoft Word, Excel and PowerPoint. Use of current ArcGIS platforms.

Preferred Skills: Attention to detail. Strong organizational skills and discipline. Fluency in oral and written communication are essential.

Required Ability: Ability to work independently. Willingness to take on new challenges, such as developing non-traditional partnerships, will be essential. Multi-task and work cooperatively with others.

Registrations, Certifications, and Licenses:

Required: Valid Driver’s License or ability to obtain one within 30 days of employment. NWCG Firefighter Type II (FFt-2) or ability to obtain within one (1) year.

Preferred: Hold current advanced NWCG credentials such as Firefighter Type I (FFT-1) and Resource Advisor (READ)
