This position has the ability to report out of Columbus, OH (Hybrid) or remotely out of AMP's footprint
Position Title: Assistant Transmission Project Manager - Real Estate & Right of Way
Reports To: Transmission Project Manager Real Estate/Right of Way
FLSA Status: Exempt
Basic Functions:
1. Plan and assist with coordinating and overseeing AMP Transmission (AMPT) real estate and right of way activities related to pursuing new easement land rights to support AMPT capital projects.
2. Coordinate with AMPT Planning, Engineering, Operations and Project Management to develop, implement, operate, and maintain AMPT transmission assets.
3. Plan, execute and monitor projects in a safe efficient and economical manner.
Essential Functions:
1. Assist in coordinating/managing consultants and activities associated with the acquisition of land and land rights necessary for asset purchases, construction, operation and/or maintenance of electric transmission lines and substation facilities.
2. Assist with developing the scope of services, schedule, monitoring performance and taking action to resolve discrepancies with consultants.
3. Assist with new electrical station and transmission line siting and routing activities; assist with developing siting criteria, participate in open houses, engage with, and respond to inquiries from stakeholders.
4. Assist with managing land agents responsible for obtaining survey permission from landowners. Coordinate/manage review of environmental reports and surveys, identifying environmental issues along proposed routes.
5. Assist with managing and reviewing the development of exhibits, plats, maps, legal descriptions, and agreements necessary for the execution of land leases, land purchases, and right of way easements.
6. Review temporary right of way areas for access roads, construction lay down areas, and other temporary construction needs.
7. Assist with managing and reviewing appraisers; evaluate property values; assist legal in condemnation cases; settle damage claims incurred during construction with landowners.
8. Maintain inventory records in accordance with FERC.
9. Review/process requests for encroachments from third parties.
10. Review/approve expenditures from consultants, property owners, title companies, appraisers and outside legal services incurred in the acquisition of land and land rights involving electric transmission facilities.
11. Work in close collaboration with transmission operations, transmission planning, transmission engineering, transmission project management and other departments and stakeholders to successfully accomplish tasks.
12. Perform other various duties as assigned.
Knowledge, Skills, & Qualifications:
1. Two-year Associate's degree in Business, Real Estate, Engineering, Paralegal, or related field required.
2. A minimum of three- five (3-5) years of experience in the acquisition of right of way, real estate appraisal, land surveying, land titles, environmental/NEPA/project siting, or related, for transportation or utility facilities, preferably related to transmission.
3. A minimum of three (3) years of experience in managing several projects and multiple consultants.
4. Must be able to read, comprehend and interpret legal documents such as ground leases, easements, deeds, and land purchase contracts.
5. Must be critical path oriented and able to manage/prioritize multiple tasks.
6. Strong verbal, written, and interpersonal skills are essential; must possess the ability to build rapport with the general public, landowners, and stakeholders. Must have a positive attitude and work well within a small team.
7. Experienced using software tools that produce spreadsheets, written reports, database reports and graphical presentations (e.g., Excel, Word, Access and PowerPoint).
8. Experience and use of a geographic information system (GIS).
9. Must be willing to travel to assigned project locations throughout the AMP Transmission footprint.
10. Position is located at the AMP Headquarters building in Columbus, Ohio. Preference will be given to candidates who currently live in the Columbus area or are willing to relocate. This job is eligible for a hybrid work schedule (3 days in office and 2 days working from home).
11. Candidates who are located remotely from Columbus, Ohio, but within the AMP membership footprint may be considered for this position. If the selected candidate is a remote candidate, they will be expected to travel to project sites based on project needs and to AMP Headquarters on a periodic basis.
