The Meridian Group seeks a Water Security Program Analyst, with an active Secret Security Clearance, to support the Office of the Assistant Secretary of the Navy - Energy, Installations and Environment (ASN EI&E). This specialized and technical position will be responsible for supporting the Department of the Navy’s water portfolio.
Position Description: The Water Security Program Analyst serves as a Subject Matter Expert on water security issues impacting Navy and Marine Corps installations, and supports the ASN EI&E with development and implementation of the Department of the Navy's Water Security Program. The successful candidate will support the Navy in advancing strategic priorities in water and environmental security by developing robust frameworks, policies, and technical solutions to sustain mission-critical operations. This is a hybrid-work position requiring a combination of in-office and remote work. The home office for the position is located in the Pentagon, and the successful candidate must be local to the Washington, DC area.
Key responsibilities include:
● Supporting the ASN EI&E Office with specialized technical support required to enhance the Department of the Navy's (DON) installation energy, water, and environmental military readiness posture.
● Serving as a day-to-day, client-facing, Water Security Program lead.
● Work with Department stakeholders to develop programmatic strategy and policy recommendations to drive the implementation of the Water Security Program.
● Serve as the DON's technical and policy liaison to the Office of the Deputy Assistant Secretary of Defense for Energy Resilience and Optimization working group and guide the development and implementation of the Office of the Secretary of Defense Water Resilience Policy.
● Work with DON stakeholders to develop policy guidance implementation documents.
● Collaborate with other Military Departments on water resilience and security-related initiatives.
● Participate in weekly team meetings to communicate progress and client needs.
● Brief DON clients and report on program progress.
● Facilitate Water Resilience Working Group and Water Security and Resilience Program Tiger Team meetings.
● Maintain relationships with key stakeholders to execute client’s priorities.
Minimum Qualifications
● United States citizen with an active Secret-level Security Clearance
● Bachelor’s degree in Environmental Science or similar discipline, +5 years of relevant experience.
● Experience working on projects within the Department of Defense or other government agencies.
● Experience with the development of guidance documents, plans, and policies related to water system risk and resilience.
● Experience with water system security, risk assessments, emergency preparedness and response planning, preparedness training, and preparedness exercises.
● Familiarity with the America’s Water Infrastructure Act of 2018.
● Strong written and verbal communication skills.
Preferred Qualifications:
● Master’s degree in Environmental Science, Engineering, Public Health, or related field.
● +7 years of experience supporting water infrastructure security, resilience planning, or emergency management.
● Demonstrated experience leading multidisciplinary project teams or managing complex water security or resilience projects.
