THE POSITION
The Washington County Housing Department and Housing Authority of Washington County is currently seeking a Senior Financial Analyst to provide financial expertise to further our mission of creating pathways out of homelessness, promoting housing stability, and investing in affordable communities for Washington County and our residents.
This position leads and manages complex accounting operations for Washington County's Housing Department and the Housing Authority of Washington County. It is responsible for ensuring the integrity of financial systems and compliance with federal, state, and local regulations, including Housing and Urban Development (HUD) and other grantor requirements. The Senior Financial Analyst oversees the preparation and monitoring of department and fund budgets, coordinates audits, and develops internal controls and procedures to support financial activities.
The ideal candidate brings hands-on experience managing comprehensive accounting operations in a multi-funded public sector environment, particularly within housing or HUD-funded programs. They are skilled at overseeing the full accounting cycle (GL, A/R, A/P, payroll, grants), working directly with external auditors and ensuring compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), HUD, and federal grant requirements. Demonstrated leadership in supervising staff and refining accounting policies and procedures is essential, as is exceptional analytical and communication skills to support program financial planning.
This position may be eligible for a hybrid work schedule after initial onboarding and is subject to department need.

MINIMUM QUALIFICATIONS
Education and Experience:
A Master's Degree in finance, accounting, economics, statistics, or a related field; AND two (2) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification; OR
A Bachelor's Degree in finance, accounting, economics, statistics, or a related field; AND four (4) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification; OR
An Associate's Degree in finance, accounting, economics, statistics, or a related field; AND six (6) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification; OR
Eight (8) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, of which at least four (4) years of this experience must be in the public sector and includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification.Additional Licenses, Certificates, Physical Abilities, and Specialty Requirements
