On July 4, 2023, Governor DeWine signed into law Ohio House Bill 33 (H.B. 33), which created the Ohio Deaf Blind Education Services (ODBES) agency. ODBES is one agency with multiple divisions including the Ohio State School for the Blind (OSSB), the Ohio School for the Deaf (OSD), Statewide Services and Outreach (SSO), and the Early Learning Services (ELS). ODBES operates under the control and supervision of the Ohio Department of Education and Workforce (DEW). DEW appoints a superintendent to provide support for deaf and blind education services including supervising the state school for the deaf and the state school for the blind. H.B. 33 abolished the individual superintendent positions for both state schools and transfers their powers and duties to the current superintendent, Dr. Lou Maynus, for ODBES.

Serves as an unclassified employee pursuant to Section 3301.13 O.R.C. and performs educational and/or research duties.

Serves as Residential and After School Programming Administrator for ODBES:

Collaborates with and oversees resident life supervisors, youth leaders, and other assigned staff in developing and implementing after school programming, support summer programming, and athletics for students (e.g., lifelong learning skills, behavior modification, recreation, dormitory living, social interaction, personal hygiene, IEP/IRP development, community outreach programming, etc.);

Recommends and implements policies, procedures, and programs that enhance the safety and well-being of residential students;

Works to engage day students in after school programming;

Seeks and obtains resources from community partnerships to support after school programming;

Providing positive and proactive leadership to staff and students (e.g., communications, resolving problematic issues, developing strategies, conflict resolution, goal setting, etc.);

Reviewing the budget and directing expenditures;

Updates the superintendent on program issues (e.g., facility, student and staff needs, etc.).

Supports and assists supervisory and programmatic staff:

Recruits, interviews, selects, and oversees orientation of employees;

Ensures supervisors are trained and/or provides training to staff (e.g., staff development, policies/procedures, safety/emergency practices, accountability logs, etc.);

Coaches, counsels, and disciplines employees;

Plans, monitors and performs job appraisals (e.g., goal setting, strategic action plans, improvement plans, etc.);

Prepares work assignments and schedules;

Conducts, documents and reviews weekly walkthroughs with supervisors;

Monitors staff payroll, requests for leave forms, and overtime rosters;

Maintains accurate documentation of student numbers, dorm locations, fire and tornado drills, resident life handbook, dorm removals, other discipline, etc.

Performs other administrative duties:

Manages after school programming grants and awards;

Supports SSO with summer programming;

Represents ODBES in the community on matters pertaining to student needs;

Maintains professional and technical knowledge (e.g., attends educational workshops; reviews publications, obtains certification in First Aid and training in CPR and Crisis Intervention);

Supports effective communication with parents and the community through collaboration with the communications department.

Must be able to work a flexible schedule. (Night and weekend shifts.)

Minimum of a Bachelor's Degree in Education, Special Education, Psychology, Human Services or related field.

Must have at least two (2) years experience working with children with disabilities in education, rehabilitation, or mental health.

Must demonstrate Survival Plus level on the Sign Language Proficiency Interview (SLPI) within the first twelve (12) months of employment and Intermediate level within thirty-six (36) months of employment.
