Position Summary

The Human Resources Department is excited to announce a newly created opportunity for a Human Resources Technician, effective July 1, 2025. The Department is seeking a detail-oriented and proactive professional to support a wide range of Human Resources and Risk Management administrative functions.

The position will perform a variety of highly responsible technical, administrative, and advanced level clerical duties in support of the Human Resources Department; provide information and assistance to City employees and the general public regarding human resources activities, processes, policies, and procedures; coordinate, participate and assist in the supervision of office support functions; and provide assistance to the Director of Human Resources on a variety of specialized projects.

Key Responsibilities

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Provides administrative and technical support for various risk management programs, including liability, property, and workers' compensation.

Assist in claim processing, maintaining records, and collaborating with different departments to ensure effective risk management practices.

Coordinates and administers the day-to-day activity of the City's group benefits and retirement programs; deals with vendors on a variety of matters, including billing and employee coverage issues; explains benefits and retirement programs to employees, assists employees with benefits transactions, and responds to employee requests for information; processes enrollment transactions via manual and automated systems; prepares monthly insurance and retirement billing; ensures compliance with COBRA and HIPAA regulations; provides data and statistical summaries to City staff and vendors as required; conducts annual open enrollment; may conduct presentations regarding benefits and retirement programs.

Coordinates and conducts new employee orientations; participates in initial payroll set-up of new employees; coordinates new employee processing activities with payroll staff and operating departments; coordinates appointments for new employee medical and psychological examinations, and fingerprint processing; conducts exit processing for terminating employees.

Coordinates and serves as primary point of contact for City-wide medical examinations, including new employee medical and psychological examinations, DMV and DOT examinations, management physicals, and other medical examinations authorized by the Human Resources Manager.

Assists the department on various full-time and part-time recruitment and selection activities, including preparation and distribution of job announcements, posting of job announcements to the City's web site, placement of advertising, proctoring examinations, and preparation of examination materials; coordinates and participates in applicant data-entry, applicant correspondence, and the maintenance of recruitment files; responds to questions from applicants and provides information regarding testing procedures; coordinates room reservations and facility set-up; may represent the City at job fairs and other employment related functions.

Receives, verifies, and processes employee payroll transactions; coordinates activities with payroll staff and operating departments; responds to staff questions on a variety of timekeeping and payroll issues.

Coordinates and participates in accounts payable processing for the Human Resources Department; runs and monitors monthly expenditure reports; assists the Director of Human Resources with budget preparation.

Conducts and responds to salary, benefit, and classification surveys; computes and compiles survey data and results; may participate in regional professional associations and attend association meetings to facilitate cooperative information exchange.

Coordinates and monitors City-wide performance evaluation notification; administers the City employee service award program, including tracking of employees to be recognized, ordering gift brochures, and coordinating gift selections; coordinates the annual sick leave conversion and vacation conversion programs; coordinates the City's tuition reimbursement and computer loan programs.

Provides information and general assistance to City employees and the general public regarding human resources activities, processes, policies and procedures; assists in resolving routine problems or complaints; researches policies, laws, and procedures to answer questions and respond to requests for information; explains and applies interpretations of human resources procedures, policies, and rules.

Provides general and advanced clerical and administrative support to the Human Resources Department; assists in the development, implementation and improvement of systems and procedures pertaining to human resources functions and operations; composes and types letters, memoranda, and other correspondence related to assigned human resources programs and activities; performs data entry and prepares related reports; prepares and maintains a variety of files, logs, and records.

Exercises technical and functional supervision over clerical, temporary and volunteer staff; coordinates office support functions; assigns and coordinates the daily tasks of office support staff.

Attends training workshops and professional association meetings to stay abreast of current developments in human resources and risk management.

Utilizes various computer applications and office equipment.

Performs related duties as required.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Equivalent to the completion of the twelfth grade supplemented by college level course work in human resources, business administration, or a related field.

Experience:

Four years (4) of increasingly responsible administrative or clerical support experience, including two years of experience performing clerical and technical duties in support of human resources and/or risk functions.

Examination Process

The examination process may consist of any or all of the following components: appraisal interview, practical skills assessment and writing assignment. Eligible candidates will be notified when testing dates have been established.
