MINIMUM TRAINING & EXPERIENCE
Graduation from an accredited college or university with a four-year degree in computer science, information technology, computer engineering, computer information systems, management information systems, business administration, public administration or a related field and a minimum of six (6) years’ experience in managing enterprise-wide information technology operations, preferably in the public sector. Must possess a valid Florida’s Driver’s License and have and maintain an acceptable driving record.
Designation as a Certified Government Chief Information Officer is highly desirable.
Minimum of five (5) years of responsible supervisory experience required.
EMERGENCY DECLARATION STATUS
Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident by incident basis, the employee's Department Head will make the determination as to who will be required to work.
GENERAL STATEMENT OF JOB
Under limited supervision, performs highly complex professional and administrative work coordinating and directing operations of the Information Technology (IT) Department. Work involves advising the City Manager and executive leadership team on all IT and IT-related programs and issues. Employee is primarily responsible for strategic development and execution of all City IT initiatives, including but not limited to hardware and software delivery and support (both cloud and on premises), cybersecurity, access control, continuity of operations, and all facets of IT resourcing to support all department operations citywide. Employee supervises a staff of professional and technical personnel and works closely with all departments. Employee reports to the City Manager or Deputy City Manager, as applicable.
SPECIFIC DUTIES & RESPONSIBLITIES
ESSENTIAL JOB FUNCTIONS
Provides IT advice to City Council, City Management, City Staff and outside agencies. Uses excellent verbal and written communication skills to interact effectively with all stakeholders. Prepares an assortment of IT studies, reports, and related information for decision-making purposes.
Oversees the analysis, design, programming, and administration of information technology systems, including lifecycle management of equipment and applications. Responsible for implementation and management of the citywide ERP system.
Coordinates and participates in meetings with the City's departments to build and understand the City's business and IT needs. Prepares, schedules and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of IT operations within the City.
Creates, changes, implements, and manages written IT policies and procedures to establish and maintain excellent standards of performance.
Responsible to assure appropriate citywide cybersecurity program is established and functional, including tested continuity of operations and disaster recovery protocols. Responsible for ongoing employee training and development in cybersecurity.
Oversees the implementation and management of citywide access control infrastructure, including building access and security camera systems.
Manages and oversees assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains and evaluates staff in the IT department; reviews progress and directs changes as needed.
Keeps current on regulations and guidelines as they pertain to public agencies, particularly with respect to IT governance, data privacy, and cybersecurity.
Manages relationships with external vendors; negotiates terms of contracts and oversees adherence to contract terms and conditions.
Provides citywide oversight for the acquisition of IT related equipment, including annual budget requests.
Responsible for providing high-quality, responsive customer service to both internal and external customers of the department. Expected to promote interdepartmental collaboration, build employee morale, and foster a workplace culture of integrity.
Performs other related work as required.
