MAJOR FUNCTIONS:
The Seminole County Tax Collector is seeking an IT Administrator who will be responsible for technical and professional work in either analyzing, developing, implementing, maintaining, and securing enterprise voice and data networks; or designing, programming, configuring, and customizing computer systems software; or planning, implementing, analyzing, designing, and maintaining computer hardware, operating system software, data storage, and database management systems in a complex multi-system environment.
ILLUSTRATIVE DUTIES:

If assigned to Networks:
Provides support for the Tax Collector’s Office voice and data network communications.
Modifies existing network equipment and software to add/modify functionality (e.g., connectivity, network routes, security, virtual networks) through upgrades, programming, etc.
Troubleshoots and resolves local area and wide area network problems (e.g., performance, outages, equipment failures, software changes and upgrades).
Coordinates with vendor technical support to resolve equipment and software issues.
Provides information upon request, such as data dumps, configuration files, or logs.
Tests recommended changes.
Escalates issues when necessary.
Thoroughly documents resolution and closes support tickets.
Ensures the protection of the Tax Collector’s Office data against malicious and accidental loss using cyber-security tools such as firewalls, intrusion detection/protection systems (IDS/IPS), endpoint protection software, etc.
Operates and monitors the output of cyber-security monitoring and analysis tools for potential security compromises.
Administers and facilitates a cyber-security awareness-training program for all Tax Collector’s Office employees.
Attends cyber-security training events and keeps current on cyber-security trends.
Installs, configures, tests, and maintains network components such as switches and firewalls.
Provides on-call support for after-hours network trouble resolution through remote support and reporting for on-site duty.
Creates and updates network documentation.
Makes recommendations regarding firewall security design and configuration.
Researches and learns how to configure and manage hardware and software.
Engages in self-directed learning through sources such as manuals, blogs, vendor articles, web-based classes, etc.
Determines potential impact of planned changes; identifies preparatory work that must take place before planned installs.
Designs, implements, and maintains network access for users and systems, including virtual private network (VPN) access.
Assists with the development of computer security procedures.
Leads or assists in the analysis of cyber-security incidents and participates as a principal member of the incident response team.
Reviews the overall cyber-security infrastructure posture and coordinates vulnerability assessments.
Makes recommendations to management for mitigating vulnerabilities.
Researches potential solutions for new functional requirements and replacement of end-of-life equipment.
If assigned to Systems:
Determines root cause of issues and communicates with the appropriate parties.
Notifies management of the need for escalation.
Thoroughly documents incidents, remediation activities, and resolutions.
Develops and maintains technical documentation, including system diagrams, configuration records, and standard operating procedures.
Performs system monitoring; verifies the integrity and availability of systems.
Tunes system performance tuning and optimizes resource utilization.
Performs backup operations; ensuring successful and recoverable backups.
Manages inventory and physical storage and security of backup media.
Performs operating system updates, patches, and configuration changes.
Performs hardware and software upgrades and migrations.
Performs system installation and recovery operations on a 24x7x365 basis.
Performs decommissioning of systems.
Interfaces with vendor technical representatives.
Defines and allocates disk storage for file and database systems on servers and storage area networks (SAN).
Develops, documents, and enhances system administration procedures.
Prepares detailed technical analysis, recommendations, project plans, and cost projections for server and SAN projects.
Maintains high level of technical knowledge of server hardware, SANs, operating system software, and database management software.
Designs and implements high-availability hardware and software systems.
Analyzes user requirements, developers' needs, and technical constraints.
Implements solutions across multiple operating systems.
Integrates new technologies into the existing data center environment.
Establishes Service Level Agreements with customers.
Communicates with customers regarding ongoing technical issues affecting performance.
If assigned to Software:
Codes and tests computer systems software according to specifications and standards.
Creates and maintains methods, procedures and forms to be utilized by end users.
Creates and maintains dynamic reports.
Creates and maintains web pages.
Creates and maintains technical documentation.
Performs quality assurance and quality control tasks.
Monitors computer systems software to ensure performance meets expectations.
Performs program maintenance according to specifications to modify or improve performance.
Assists with the implementation of new systems.
Assists with the preparation of presentations and training materials.
Provides third level help desk support and problem resolution.
Performs research and data analysis; participates in special projects.
Analyzes cost statistics and prepares economic comparisons of alternative methods.
Designs and implements computer systems software, ensuring compliance with established standards.
Creates specifications for coding, testing, and implementation tasks.
Reviews program code to ensure compliance with established standards.
Coordinates implementation of new or modified computer systems software.
Identifies opportunities to modify or improve existing systems.
Creates and maintains non-technical user documentation, help files, and training materials.
Conducts user training sessions.

May be assigned to other county locations based upon operational needs.
Attends work on a regular and consistent basis.
Must adhere to Federal, State, county and local ordinances.

KNOWLEDGE, SKILLS, & ABILITIES:
If assigned to Networks:
Knowledge of Ethernet and Fiber Optic data cabling standards, cable types, and cabling systems.
Knowledge of Local Area Networking (LAN) and Wide Area Networking (WAN) concepts and applications.
Knowledge of Cisco router and switch technology, TCP/IP, and IP-based routing protocols (RIP, EIGRP, OSPF, BGP).
Knowledge of wireless network concepts, technology, and design.
Knowledge of the principles and methods of securing information technology infrastructure, including: firewalls, web and email content filtering, Intrusion Detection/Protection Systems (IDS/IPS), endpoint protection, etc.
Knowledge of network security concepts and firewall technologies.
Knowledge of various types of network authentication methods and protocols, including: two-factor/multi-factor authentication, single-sign-on (SSO), Kerberos, Secure Sockets Layer (SSL), and Transport Layer Security (TLS).
Knowledge of virtualization principles and related cyber-security activities.
Knowledge of access control lists and their proper usage in routers, switches, and firewalls.
Knowledge of client server and web-based computer architecture and application data flows.
Knowledge of Microsoft and Cisco operating systems and capabilities.
Knowledge of voice/data network convergence and quality of service concepts.
Knowledge of modern network management systems and their use in monitoring network performance and diagnosing network problems.
Skilled in testing Ethernet cabling with specialized test equipment.
Skilled in installation and configuration of Cisco routers and switches.
Skilled in programming router, switch, and firewall access control lists.
Skilled in the administration of Microsoft Active Directory and associated services and resources, such as DNS, DHCP, and Group Policy from a security perspective.
Able to follow scripts for performing configuration and programming tasks with minimal supervision.

Able to use network monitoring tools to accurately diagnose problems and determine appropriate corrective actions.

Requirements
MINIMUM REQUIREMENTS
Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field AND at least one (1) year of experience in Software, Systems or Network administration.
A comparable amount of education and/or experience may substitute for the minimum requirements.
