General Ledger Accountant

The Town of Winter Park is recruiting a general ledger accountant responsible for performing various critical accounting processes and maintaining the accuracy and completeness of a Towns general ledger(s), in accordance with Generally Accepted Accounting Principles and the Towns internal accounting policies and procedures. This position includes end-to-end accounts receivable processing, account analysis and reconciliations, along with month-end and annual accounting records closing. The ideal candidate will be a detail-oriented and highly organized professional with a process-driven approach, relevant accounting experience, and the ability to work effectively as part of a team.

TOWN OF WINTER PARK

GENERAL LEDGER ACCOUNTANT

DEPARTMENT: FINANCE REPORTS TO: ACCOUNTING MANAGER

FLSA STATUS: EXEMPT SALARY RANGE: $68,797 TO $96,316

SUMMARY

The General Ledger (GL) Accountant is responsible for performing various critical accounting processes and maintaining the accuracy and completeness of a Towns general ledger(s), in accordance with Generally Accepted Accounting Principles and the Towns internal accounting policies and procedures. This position includes end-to-end accounts receivable processing, account analysis and reconciliations, along with month-end and annual accounting records closing procedures. The position requires a highly organized, process-driven individual, who is detail-oriented, a team player and an independent thinker, with professional accounting and commensurate work experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The items listed below are intended to be illustrative of the core duties and responsibilities of the position and not all encompassing. The Town may revise this list of duties at any time.

General Ledger accounting - prepares journal entries to record various accounting transactions, including cash receipts, interest and rental income and revenue and expenditure accruals.

Accounts Receivable (AR) prepares and issues accurate and timely AR invoices, including tax, rental and intergovernmental revenue. Reviews AR aging reports, on an on-going basis, to ensure that customer account balances are correct and resolves discrepancies in a timely manner.

Cash accounting processes and records cash receipts, including tax revenues, bank deposits, wire and ACH transfers, bank and interfund transfers and Real Estate Transfer Tax (RETT). Reconciles all GL cash accounts to bank account balances, on a daily basis

Short Term Rental (STR) registration processes and records annual and on-going STR registration applications and renewals and resolves registration compliance issues.

Account analysis and reconciliations reconciles various GL accounts, including cash, AR, tax revenues, and prepares and posts journal entries to correct any account balance discrepancies.

Month-end and annual close - supports monthly and annual closings of the accounting records.

Financial controls - supports the development, implementation and enforcement of internal financial controls, processes and procedures, including controls related to procurement, collections and banking.

Finance Team support acts as a backup for accounts payable, sales tax return and business license processing and assists in organizing, filing and archival of accounting records.

Other - assist with special projects ad hoc information requests and other duties, as assigned

KNOWLEDGE, SKILL AND ABILITIY REQUIREMENTS

To successfully perform the essential duties and responsibilities of this position, an individual must have prior work experience with demonstrable knowledge, skills and abilities in the areas listed below: Reasonable accommodation(s) may be made to enable qualified individuals with disabilities to perform the essential duties and responsibilities.

Experience in a similar role, performing AR invoicing, general accounting, account reconciliations and accounts receivable/payable processing.

Process-driven, detail-oriented, team-player with excellent organizational skills and ability to work independently with light supervision.

Works collaboratively, with a strong sense of ownership and accountability.

Knowledge and ability in the use of a personal computer and software applications, including Microsoft Office 365, with solid working knowledge and moderate level of proficiency in Microsoft Excel.

Strong interpersonal skills, ability to communicate effectively with others, at all levels, and maintain strong professional working relationships.

Ability to communicate effectively in English, both verbally and in writing, and follow oral and written instructions.

ADDITIONAL PREFERRED KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards (GASB) and experience working with governmental fund accounting concepts.

Knowledge of Caselle accounting software, MuniRevs sales tax collection software, Xpress bill pay and/or other financial or governmental ERP systems.

Experience working with the municipal Home Rule form of government and/or other municipal, county and state governmental units.

Experience with sales and use tax compliance and reporting with a public-governmental unit or a private/for-profit business.

SUPERVISORY CONTROLS

This position works under the general supervision of the Accounting Manager. Work is generally performed independently in accordance with established regulations and reviewed through reports and an evaluation of results achieved. This position has no supervisory or management responsibility.

QUALIFICATIONS

Education:

Associates degree in accounting - required. Bachelors degree in accounting - preferred.

Experience:

Minimum of 5 years of commensurate work experience as a professional accountant, bookkeeper or similar accounting experience

Valid State Drivers License

Satisfactory Motor Vehicle Record (MVR)

GUIDELINES AND SCOPE

All federal, state, and local laws. Work requires discretion and judgment in interpreting Town policies, laws, and ordinances and analysis and judgment in accomplishing diversified duties. Work requires the exercise of independent thinking within the limits of guidelines, policies, standards, and precedents.

The purpose of this position is to protect the official records of the Town and promote the best interests of the citizens of and visitors to the Town of Winter Park.
