Essential Duties and Responsibilities:

Supervises revenue front desk personnel. Duties include training, assigning, coaching, reviewing, planning and scheduling work of others. Makes hiring recommendations, prepares annual employee performance evaluations; recommends promotions and salary increases for staff.

Reviews subordinate staff work for accuracy and completeness, including reporting, delinquent collections, PIF collections, Business Licensing and enforcement.

Coordinates front desk coverage and allocates personnel when staff is out of the office to ensure overall internal and external customer service needs are met.

Provides direction to staff related to daily operations, project or technical issues.

Oversees the Solicitor Licensing Program

Provides customer service and serves as liaison to taxpayers. Ensures a customer-friendly approach to sales tax enforcement, auditing and education.

Commutes to taxpayer offices within Castle Rock and the Denver metro area to obtain and review taxpayer records to perform audit fieldwork which includes reading taxpayer records.

Applies Castle Rock Municipal Code provisions to determine exceptions from Town ordinances, enters relevant data into computer and prints out final report of audit findings. Consults with Revenue Manager for appropriate interpretation of complex situations.

Assists with communicating audit procedures and results to taxpayer, taxpayer's representative or hearing officers orally and in writing at informal meetings, formal hearings and in court.

Performs audit and tax administration procedures. Recommends processes and procedures to increase revenue collection efficiencies.

Prepares Municipal Court summonses for businesses and taxpayers. Assists the Manager in providing information to support testimony in courtroom or other formal proceedings.

Participates in distraint proceedings against businesses seized by the Town. Prepares distraint papers, assists in securing and preparing inventory of real and personal property seized by the Town.

Participates in taxpayer education seminars. Communicates with new businesses to explain Town tax requirements and provides new business information.

Assists in developing and updating division procedures and policies to improve relationships with taxpayers and voluntary compliance with sales tax requirements.

Serves as acting Revenue Manager in the absence of the Revenue Manager.

Assists Revenue Manager with implementing division policy and procedures that support overall Town and department vision, policy and goals. Ensures compliance with all laws and regulations for all Town tax revenue activities.

Assists the Revenue Managers leadership role within the Revenue Division in the growth and continuing development of staff and departmental culture in the interest of clear, direct, honest communication and promotion of the identified Town values.

Assists in the establishment and communication of the overall tone, direction, goals and objectives of assigned division. Provides leadership in monitoring work progress and provides feedback to ensure accountability for performance.

Serves as support for and backup to the Revenue Manager in various functions including representation of the Revenue Division at Finance Leadership meetings, staffing issues/coverage, URA meetings, DDA meetings, CTAC meetings, and customer inquiries.

In the absence of the Revenue Managers, provides management and coordination of the division budgets including budget preparation and managing operations within budget guidelines. Including preparation of annual budget requests and oversight of monthly financial reports.

Ensures compliance with federal, state, local laws and regulations for all sales tax operations.

Assists in the development and documentation of all tax revenue program accounting policies and procedures.

Assists in managing the sales tax aspects of Public Improvement fees (PIF).

Oversees all accounting and budget aspects of the Castle Rock Urban Renewal Authority (URA).

Assists with the management of the Town’s sales tax reporting process to ensure accurate preparation and administration. Assists with the plans and directs the Town’s sales tax system improvements.

Reviews and evaluates various reports and documentation for completeness, accuracy, and adherence to established Town and departmental goals and objectives.

Audits may occasionally require travel to other parts of the state, as well as out-of-state for the duration of one to two weeks.

Assists with preparing financial, audit, and enforcement reports as assigned.

Provides backup for the Sales Tax Technician and Revenue Manager.

Liaison for divisional software vendors, enhancing system controls for the Town and Division as needed.

Completes special projects as directed by the Revenue Manager.

Performs other duties as assigned or required.

Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education: Bachelor's Degree in Accounting or closely related field from an accredited college or university

Experience: At least four (4) years of accounting work and one (1) year of customer service experience; or an equivalent combination of education, training, and experience. Tax and/or financial auditing experiene is preferred.

Knowledge, Skills, and Abilities:

Knowledge of State and local statutes, ordinances, resolutions, and charters relating to municipal finance, tax collection, and tax auditing.

Knowledge of the theories, methods, and practices of Accounting including Generally Accepted Accounting Principles and Generally Accepted Auditing Standards. Knowledge of EDP procedures, and internal controls.

Ability to learn the Town's tax auditing policies, goals, and procedures.

Ability to exercise discretion and to work well independently.

Ability to operate an automobile and to travel extensively to conduct audit and enforcement work.

Ability to plan, schedule, and perform sales and use tax audits.

Skill in performing tax licensing and collection processes.

Skill in performing mathematical computations, including addition, subtraction, multiplication, division, and calculating percentages.

Skill in interpreting, understanding, and following complex laws, ordinances, regulations, standards, and guidelines.

Ability to initiate and enforce revenue collection methods and procedures.

Ability to prepare accurate and effective documentation for court appearances and other formal proceedings and provide effective testimony in support of the Town's position.

Ability to establish and maintain effective working relationships with others and to serve as liaison with taxpayers.

Knowledge of standard office terminology, procedures, routines, and equipment, including the operation of a copier, postage meter, fax machine, scanning machine, laptop computer, phone, and other office equipment as required.

Ability to operate a 10-key calculator proficiently.

Intermediate skill in Microsoft Windows, Microsoft Excel, Microsoft Word, Microsoft Outlook, the Internet, and in operating a computer.

Ability to communicate clearly, professionally and effectively both orally and in writing to obtain and share information, clarify details, and follow instructions, including the ability to maintain composure while communicating with upset/angry taxpayers.

Physical Demands:

Sedentary work for long periods of time

Occasional physical work lifting no more than 20 pounds

Occasional lifting, carrying, walking and standing

Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl

Frequent hand/eye coordination to operate personal computer and office equipment

Vision for reading, recording and interpreting information

Speech communication and hearing to maintain communication with employees and citizens

Work Environment:

Works primarily in a clean, comfortable environment

Equipment Used:

Uses standard office equipment including a personal computer system

This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
