Job Summary:
The Povolny Group is seeking a full-time/permanent QC Manager (CQC System Manager) for a large government project at the Veterans Affairs (VA) Medical Center in St. Cloud, MN. This role supports a multi-million dollar initiative to modernize the hospital’s data infrastructure in alignment with the Electronic Health Record Modernization (EHRM) program. The selected candidate will act as both the Quality Control System Manager and the Construction Superintendent—overseeing quality control efforts, site supervision, and daily field coordination.
This is a unique leadership opportunity ideal for a well-rounded professional who is equally comfortable managing QC protocols and leading crews and subcontractors in the field.
Responsibilities:
Quality Control Responsibilities:
Implement and maintain the CQC system on-site, ensuring work meets contract requirements and established standards
Monitor compliance with specifications, drawings, and codes; address deviations and ensure corrective actions
Maintain all project documentation, including QC plans, submittals, test reports, and inspection logs
Conduct detailed inspections to ensure construction quality; identify and report non-conformance
Mentor and train field personnel on QC standards and procedures
Coordinate with subcontractors, client reps, and internal teams regarding quality assurance
Identify opportunities for quality/process improvements
Construction Superintendent Responsibilities:
Serve as the on-site lead, managing day-to-day field operations, scheduling, and subcontractor coordination
Ensure project milestones are met on time and within budget
Lead daily jobsite meetings and ensure clear communication across crews
Enforce jobsite safety protocols, including OSHA and ICRA standards
Oversee construction sequencing, phasing, and logistics—especially in occupied healthcare environments
Work closely with the Project Manager to resolve field issues and maintain momentum
Review and approve timesheets, deliveries, and daily reports
Monitor and coordinate site inspections, punch lists, and closeout activities
Required Qualifications:
Bachelor’s degree in engineering, construction management, or related field
5+ years of hands-on construction experience in government, healthcare, industrial, and/or commercial projects
Successful completion of the Construction Quality Management (CQM) for Contractors course
Demonstrated field leadership as a Superintendent or Foreman on complex projects
Knowledge of electrical, mechanical, structural, and architectural systems
Strong understanding of construction safety and health regulations
Effective communicator with strong organizational and time management skills
Computer proficiency (Microsoft Office, Project, email, documentation software)
Preferred Qualifications:
OSHA 30 certification or equivalent
Previous experience on VA or Army Corps of Engineers projects highly preferred
Familiarity with data cabling infrastructure, particularly in healthcare settings
Understanding of hospital operations and communication etiquette with medical staff
Experience with ICRA barriers and infection control procedures during construction
Working knowledge of the EHRM program or similar hospital IT upgrades
Bilingual (English/Spanish) is a plus
