Position Summary:

The Senior Budget Analyst plays a critical role in supporting the mission and operational efficiency of the Agencies Career Board. This role is responsible for managing and executing key administrative, financial, and programmatic functions related to employee mobility, including oversight of the Transfer Control Number (TCN) program and the CB Financial Program. This role supports domestic and international employee reassignments, ensuring proper budgetary planning and compliance with agency priorities and policies.

Responsibilities:

Serves as the program manager for the agencies Transfer Control Number (TCN) program, overseeing planning, coordination, and financial execution of employee relocations across the agency, regardless of series or grade-including Senior Executive Service (SES) personnel.

Monitors and manages the CB Financial Program, performing ongoing analysis and developing solutions to support strategic workforce movements prompted by reassignment, hardship, promotion, disciplinary action, or lateral transfer.

Conducts detailed financial and budgetary analyses, considering purpose, timing, and scope of obligations. Considers variables such as inflation, personnel demand, and historical cost data to inform budget decisions.

Develops and maintains advanced spreadsheets, tracking matrices, and forecasting tools to ensure accurate financial planning, prioritization, and certification of expenditures.

Advises agency leadership on TCN budgetary matters, including planning, cost projection, and historical spending trends. Prepares and defends business cases for budget allocations and provides justification for unfunded or emergent requests.

Coordinates with Human Resources and program offices to determine staffing requirements and ensure resources are allocated efficiently based on current agency priorities.

Provides comprehensive technical support to the agencies program managers and administrative personnel, offering insight into the integration and analysis of program data to inform decision-making and resource allocation.

Supports CB program planning and execution, including developing long- and short-range financial strategies aligned with Executive Secretary guidance and agency mission goals.

Knowledge and Skills Required:

7-10 years of progressive experience providing program oversight and strategic advisory support to senior leadership, including Office Heads, field personnel, and human resources partners within the federal government.

Knowledge of federal budgeting, financial systems, and program analysis techniques.

Strong analytical and strategic planning skills.

Proficiency in developing and maintaining large, complex data sets using spreadsheets and tracking tools.

Ability to communicate effectively with senior executives and cross-functional teams.
