This position manages and serves as the program administrator for the statewide Telephone Assistance Program (TAP) and fund. TAP is a statewide program which provides low-income, program eligible Minnesotans reduced costs for telephone services. The position provides TAP program representation, frequent financial analysis, program audit, financial reporting, and utility assessment of TAP. The position oversees approximately $2 million in TAP payments annually to regulated telephone companies and provides technical assistance to utilities operating the program.

The position also provides support services to the Public Utilities Commission (PUC) business office for internal controls, assisting with ensuring segregation of office accounting duties, and conducting financial and program audits as assigned.

Please note: This position will have a flexible work arrangement that allows for up to 50% telework with a minimum of 50% working in at the Commission offices in Saint Paul, Minnesota per month. Employees are required to sign a telework agreement. This is subject to change with notice based on business needs.

Minimum Qualifications

Minimum of two (2) years of professional level experience administering a government or business program. *

Experience with complex qualitative and quantitative data analysis sufficient to evaluate program information and reports, diagnose problems, and implement solutions.

Technical skills,knowledge/understandingof database and spreadsheetapplications (Microsoft Excel), including the abilitytomanipulate and summarizedataandgenerate reportsin a database.

Experience performing financial analysis and managing a budget.

Abilitytoorganize andformulatereportingsystemsandtoconfirmcompliancewithstateandfederal laws.

Minimum Qualifications assessed at interview:

Self-motivation and the ability to work independently.

Personal interaction skills to professionally and effectively communicate with the PUC, state employees, telephone service providers, and the general public.

*A Bachelor’s degree in finance, accounting, or related field will substitute for one (1) year of professional experience.

*A Master’s degree in finance, accounting, or related field will substitute for 18 months of professional experience.

Preferred Qualifications

Experience with legislative processes, state programs, contract laws, and procedures.

Abilitytoreadandunderstandstatestatutesandfederalregulations.

Telecom/Utility experience.

Knowledge of and experience with FileMaker Pro; Adobe Acrobat Pro and E-Dockets.

Experience working with people of diverse backgrounds and marginalized communities.
