Job Description
Total Global Solutions is seeking a Certified Human Resources Consultant to support contract work, optimizing HR systems, workforce planning, and data integrity initiatives in alignment with the Recovery Plan. The consultant will provide technical expertise to support data-driven decision-making, HRIS integration, and long-term organizational planning.
Key Responsibilities:
1. HRIS Management & Optimization
Baseline assessment of existing systems.
Ensure the proper functioning, configuration, and data security of HR systems, including user access management.
Collaborate with IT and other internal stakeholders to implement, integrate, and optimize HRIS modules and functionalities.
Recommend and implement automation and workflow improvements to reduce manual processes and enhance user experience.
Provide training, desk guides, and technical support for HR system users across departments.
2. Data Analysis, Reporting, and System Integration
Analyze HR data to generate customized reports and dashboards that support strategic planning and compliance.
Develop analytics tools and dashboards to monitor human capital trends and performance metrics.
Clean and extract employee data to support business intelligence and HR system integration with accounting and human capital platforms.
Ensure high data quality, integrity, and alignment with compliance and security standards.
3. Workforce Planning & Position Management
Design and implement an automated position management system to track staffing levels and support organizational planning.
Advise leadership on workforce strategy, succession planning, retention, and attrition
Conduct organizational assessments, manpower cost analysis, and develop annual/multi-year workforce plans.
Prepare written reports with recommendations for position control, organizational design, and process reengineering.
Minimum Qualifications:
Certification in Human Resources (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR) required.
Bachelor’s degree in Human Resources, Organizational Development, Business Administration, or a related field.
At least 3 years of experience supporting HR systems and workforce planning within federal, state, or local government environments.
Advanced proficiency in HR technology and tools (HRIS, dashboards, analytics platforms).
Demonstrated ability to use qualitative and quantitative methods to assess program effectiveness and guide organizational improvement.
Strong communication skills and the ability to train, influence, and partner with cross-functional teams.
Familiarity with current laws, regulations, and best practices in talent acquisition, staffing, and HR compliance.
Preferred Skills:
Experience with systems integration across digital ecosystems.
Proficiency in tools such as Excel, Power BI, Tableau, or similar data analysis and reporting software.
Demonstrated success implementing workforce development or recovery strategies.
Knowledge of federal, state, or municipal HR operations and reporting requirements.
Contract Deliverables May Include:
HR system optimization plans and training materials.
Integrated workforce dashboards and reporting tools.
Recommendations and business process reengineering reports.
Communication and change management strategy for system rollouts.
