Position Summary
The Workforce Development Manager will play a hands-on, entrepreneurial leadership role in the design, launch, and ongoing development of the District 8 Youth & Young Adults Jobs Program—a new initiative serving youth and young adults ages 15–24 with career exposure, mentorship, and work experience opportunities. The Manager will be responsible for developing and executing all aspects of program operations, technology systems, training, partnerships, and evaluation, with a strong focus on building and continuously improving a dynamic, participant-centered program from the ground up.
Key Responsibilities
Program Design & Technology Development
Serve as a lead architect for the program's core infrastructure—including the application platform and career access portal—working with technical vendors or internal teams to design participant workflows, digital forms, job search and matching functionalities, interest assessments, and progress tracking tools.
Oversee or directly facilitate the posting of jobs and internships both for internal use and on behalf of employer partners.
Ensure robust data collection, reporting, and analytics systems are implemented to track participant progress, outcomes, and overall program effectiveness.
Training, Onboarding & Professional Development
Develop and implement onboarding, training, and professional development curricula for program participants, including job readiness, career exploration, and skills training modules tailored to the program's multiple tracks (internships, apprenticeships, on-the-job training, and entrepreneurship).
Establish and refine processes and mechanisms for tracking participant progress, professional growth, and key outcomes throughout the program lifecycle.
Staff Supervision & Program Operations
Recruit, supervise, and support a team of part-time program coordinators and other support staff, ensuring the effective execution of tracking, administrative processes, workshop facilitation, and time-card management and approval.
Provide ongoing coaching and professional development for program staff.
Partnership & Stakeholder Engagement
Cultivate and maintain strategic partnerships with employers across key industries, local organizations, and community partners to maximize job and mentorship opportunities for participants.
Collaborate with business partners to co-create job postings, tailor training content, and ensure high-quality participant placements.
Serve as a primary liaison to leadership, providing timely program updates, reports, and recommendations for program enhancements.
Program Implementation & Continuous Improvement
Lead the day-to-day implementation of all program components, adapting strategies as needed to respond to participant and community needs, and to ensure successful launch and growth of the new program.
Establish mechanisms for continuous feedback from youth, partners, and staff to drive ongoing program improvements.
Lead program evaluation and reporting for internal and external stakeholders, including funders and elected officials.
General Leadership & Community Engagement
Represent the program at community events, workforce summits, and policy forums.
Advocate for youth employment, entrepreneurship, and economic mobility in Prince George's County.
Carry out additional duties as assigned, aligned with the evolving needs of a newly launched, high-impact youth workforce development initiative.
Qualifications & Skills
Bachelor's degree in workforce development, education, business, public administration, or a related field (Master's degree preferred).
Minimum 3–5 years' experience in workforce development, youth programming, or nonprofit management.
Demonstrated experience in program design and startup, ideally for new initiatives or large-scale pilot programs.
Proven ability to build and manage technical systems for application management, participant tracking, and reporting.
Experience in developing and supervising staff teams and building collaborative work environments.
Strong partnership-building skills and a track record of engaging employers and community stakeholders.
Knowledge of workforce development best practices, labor market trends, and youth-serving models.
Excellent organizational, communication, and problem-solving skills.
Proficiency in Microsoft Office, Google Workspace, and program data management platforms; experience with CRM, case management, or learning management systems a plus.
Ability to work independently and collaboratively in a fast-paced, start-up environment.
Preferred: Experience serving youth from under-resourced communities and/or knowledge of Prince George's County's employment ecosystem.
