THE POSITION
NOTE: We will be hiring (3) candidates to fill open positions.
Serve as Community Services Officer I (PT), responsible for providing security services for the Anoka Police Department (APD) policies. Provides security services as assigned at ISD No. 11 Anoka High School. Provides security and patrol services at municipal parks, and other areas as assigned.
Summary of Duties
MAJOR AREAS OF ACCOUNTABILITY:
This is not an attempt to list all work operations of this job position. Duties generally include, but are not limited to the following:
1. Patrols in squad car, or on foot, to preserve law and order, to protect life and property, and to enforce all laws and City ordinances, and to facilitate traffic flow on the premises of Anoka High School, or other assigned areas.
2. Enforces parking regulations and issues tickets as justified by chalking and/or observation. Arranges for illegally parked vehicles to be towed and impounded as necessary.
3. Prepares reports covering investigations and other assignments, so there is proper documentation for follow-up.
4. Recognizes opportunities to provide counsel, guidance, and service to students at the Anoka High School, and the public, as a means of developing understanding and cooperation in matters related to safety and security.
5. Responds to all distress or emergency calls, administers first aid where appropriate, and investigates incidents. Maintains order at incidents and crime scenes. Call for assistance as circumstances require from APD Patrol.
6. Investigates complaints concerning violations of City ordinances, state and federal laws, etc. Interviews witnesses and suspects as appropriate. Collects and preserves evidence.
7. When requested, assists licensed Peace Officers with a custodial arrest based on probable cause, as well as searches of persons suspected of introduction or possession of illicit drugs or other contraband.
8. Enforces parking laws at assigned locations and issues appropriate warnings. Identifies and refers other traffic violators to licensed Peace Officers.
9. Assists in the management and maintenance of the animal containment facility as directed or as the need arises.
10. Assists in managing the property/evidence room as directed or as the need arises.
POSITION EXPECTATIONS/REQUIREMENTS:
1. Ability to meet all requirements established for Security Officer Position and successfully complete Field Training Program.
2. Working knowledge of pertinent State and Federal laws, City ordinances, traffic laws, and regulations related to security services.
3. Thorough knowledge of approved department practices, procedures, and techniques required in performing daily security services and public safety duties.
4. Working knowledge of rules of evidence, search and seizure to admissibility of evidence in court and to assure appropriate procedures are followed.
5. Maintains First Aid & CPR training and capability to respond promptly and effectively in emergency situations.
6. Ability to understand and carry out oral and written instructions and prepare appropriate reports on all investigative work performed.
7. Ability to communicate clearly and effectively, especially under stressful situations.
8. Ability to deal in a courteous, tactful, but firm and businesslike manner with the public.
9. Demonstrates by example the desired standards of the department for personal appearance and conduct.
10. Ability to use Police equipment available to the Unit in a safe and skilled manner.
11. Ability to work nights, weekends, holidays and on short notice.
12. Have the ability to give effective, honest, and admissible court testimony.
13. Creates a favorable image of the City in contacts with the Public, Elected Officials and other Organizations.
14. Must exercise initiative, discretion and independent use of judgment over matters of
low-significance.
15. Keeps Police Chief and direct Supervisors informed of any development, which he/she will need to know to function effectively.
16. Performs other duties and assumes other responsibilities as apparent and/or as assigned.

Qualifications/Prerequisites
EDUCATION/EXPERIENCE/OTHER PREREQUISITE(S):
1. Must have a high diploma or equivalent.
2. Must be a minimum age of 18 years old.
3. Must possess an unrestricted Driver’s License and a satisfactory driving record.
4. Ability to work nights, weekends, holidays and on short notice.
5. Must have previous employment experience dealing with the public.
6. Must have graduated from or be presently enrolled in a law enforcement program or have related previous experience. Military service may be substituted.
7. Specific Qualifiers:
Able to meet standard background check. No prior adverse criminal record or police contact.
8. Test(s):
Pre-employment physical and alcohol/drug screen.
9. Physical Requirement(s):
Medical evaluation authorized for the job.
Ability to perform strenuous duties and to use sound judgment in emergency situations, which arise in day-to-day activities.
Ability to restrain individuals when needed.
Ability to perform rescue and emergency duties.
10. Job Performance and Attendance Record in Current/Most recent job:
Met standard performance rating.

ADDITIONAL FACTORS TO BE CONSIDERED
1. Holds active certification in First Aid.

5. Experience in a security related position with a law enforcement agency.
