This project will assess and enhance the Internal Security Forces (ISF) vehicle fleet in order to recommend fleet standards to the ISF, balancing the need to meet security demands. This includes evaluating and optimizing the operational effectiveness of vehicle categories and standardizing fleet specifications to streamline operations, improve functionality, maintain safety, and reduce costs.

The Logistics & Acquisitions Specialist’s role is to assess how the specific availability of vehicles and items for their maintenance affect the law enforcement and corrections fleet 12 performance and efficiency and evaluate the advantages for both the traditional and electric/hybrid vehicles. The main responsibilities are:

Assess the cost-benefit-mission effectiveness ratio of using readily available models versus specialty ones that take longer to procure and cost more.

Assess ISF and USG procurement and acquisition practices to effectively maintain vehicles, given supply chain challenges and electrical power generation limitations in Lebanon.

Project what gaps in operational capability might result from predictable and expected long periods of acquisition, including how to structure procurement so there are no operational capability gaps.

Identify how procurement is affected by pursuing a range of vehicles powered by gas, diesel, hybrid engines, and electric battery vehicles.Requirements:

SMEs must be employed in the respective lines of work for which they are being considered (i.e. police expert, engineer, etc.), or be recently retired/separated within the last five (5) years.

Excellent verbal and writing skills. Ability to communicate in English (Foreign Service Institute standard level four for writing, reading comprehension, speaking for U.S. citizens.

Valid U.S. driver’s license and ability to operate a standard transmission vehicle (an International Driving Permit for third/host country nationals).

Good health and be able to pass requisite physical, medical and psychological tests if required for assigned mission/country and be able to sustain a deployment up to nine (9) months.

Valid U.S. passport (for non – U.S. citizens, valid passport from their country of citizenship) for at least six months at all times.

The ability and willingness to train other individuals in their area of expertise, as needed.

Minimum Qualifications:

Bachelor’s degree from an accredited institution in international relations, law enforcement, public policy or related field of expertise;

Five (5) to nine (9) years’ work experience;

Five (5) to eight (8) years of experience within police vehicle fleet assessment, analysis, and improvement, law enforcement.

Preferred Requirements:

Experience working overseas;

Experience working with INL;

Experience working in an Embassy environment;

Demonstrated experience and familiarity with U.S. Government contracting processes and procedures;

Police consultancy experience; and

Knowledge in Arabic (for overseas experts) and French languages.
