Job Description
LightFeather is seeking an experienced Part-Time Software Developer specializing in Oracle APEX and Oracle Financial Applications to support development and maintenance of financial systems in a federal environment. This role offers flexibility and is ideal for a developer who thrives in collaborative, mission-driven projects.
Preference will be given to candidates local to the Kansas City, MO area, though strong remote candidates will be considered.
Responsibilities:
Design, develop, enhance, and maintain secure, user-friendly Oracle APEX applications (v4.2/5.1) supporting scheduling, finance, and integration workflows.
Support and configure Oracle Commercial-Off-The-Shelf (COTS) financial systems, including Oracle Financials E-Business Suite (12.x+) and Oracle Transportation Management (OTM).
Build and maintain bi-directional data integration processes across APEX, Oracle Financials, and related systems.
Lead or assist in version upgrades, perform regression testing, and troubleshoot issues using Oracle Support channels.
Create, modify, and support reports using Oracle BI Publisher, Oracle Reports, and Oracle Forms.
Collaborate with financial analysts and federal stakeholders to implement budgeting, cost accounting, and financial reporting processes (e.g., Trial Balance, Income Statement, journal activity).
Ensure system compliance with federal IT standards and support high availability and reliability of mission-critical applications.
Maintain system documentation, contribute to knowledge sharing, and support ongoing maintenance and backlog reduction efforts.
Required Qualifications and Skills:
US Citizenship.
Active security clearance at the Public Trust level or above. DOJ preferred.
Bachelor's degree or equivalent experience.
Minimum 3-6 years of professional experience in Oracle Applications development.
Proficiency in SQL, PL/SQL, and JavaScript
Experience with jQuery, Oracle Jet, Bootstrap, FontAwesome or APEX Icon Library, CKEditor or similar WYSIWYG editors, and WebSpellChecker
Experience with Oracle E-Business Suite (12.x+), Oracle APEX (4.2/5.1), Oracle BI Publisher, Oracle Reports, Oracle Forms
Experience with Oracle Business Intelligence (OBIEE) and Oracle Analytics Server (OAS)
Experience working with Oracle Database (12c / 19c / 21c)
Experience developing RESTful Web Services using ORDS
Experience with DevOps/CI-CD tools such as Oracle SQLcl, SQL Developer Command Line, APEXExport/APEXExportSplitter
Experience using version control systems including Team Foundation Server (TFS) and Git
Strong understanding of federal activity-based accounting
Familiarity with federal budgeting processes
Knowledge of non-appropriated fund billing and budgeting
Expertise in Oracle Financials AR and GL modules
Ability to design and support financial reports and journal activity summaries
Experience performing regression testing and managing system upgrades
Excellent time management, organizational, and communication skills
Ability to work independently with minimal supervision
Preferred Qualifications
Located in or near Kansas City, MO.
Previous experience supporting federal government financial systems.
Familiarity with federal budget cycles (bi-annual, annual, monthly).
Experience working on distributed teams in hybrid environments.
Proficiency in HTML/CSS
