Job Description

Role: Information Technology Program Manager (ITPM)

Company: Arch Systems

Client: Internal Revenue Service (IRS-PPM)

Location: Remote

Type: Full-time / Consulting

Note: Prior Federal experience is mandatory, preferably supporting programs within the IRS or other federal agencies.

Minimum Education: Bachelor’s degree in Computer Science or related IT field from an accredited university.

Certifications: Project Management Professional (PMP) certification obtained within the last three years.

Experience and Skills:

10+ years of IT program management experience on large-scale Federal Government contracts.

Demonstrated ability to manage multiple project managers across parallel workstreams with overlapping deliverables.

Experience planning and executing support for enterprise-wide Agile/DevOps transitions and process improvements.

Oversight of enterprise PPM solution deployment, training, and governance including WRMS, IRWORKS, EDM, and BEARS integrations.

Familiarity with IRS’s filing season support needs and enterprise capacity planning cycles.

Experience managing and reporting on Service Level Agreements (SLAs), performance metrics, and FOIA/audit requests.

Knowledge of PWS task areas such as program management, orientation and transition, operations support, capacity, and script repository.

Strong skills in stakeholder engagement, risk management, scheduling, and documentation control.

Ability to lead requirements reviews, strategy sessions, and client briefings with both technical and executive stakeholders.

Experience ensuring FISMA/NIST security compliance and supporting ATO documentation for enterprise applications.
