This position is part of the Organization of the Joint Chiefs of Staff. The incumbent provides for the management planning and directing of joint staff facilities, logistics and support services, security, program management, information technology, customer information technology, customer relations, administrative services, and administrative oversight of secretariat operations.

Duties
As a SUPERVISORY OPERATIONAL AND STRATEGIC PROGRAM SPECIALIST at the GS-0301-14 some of your typical work assignments may include:
Providing material readiness capability through oversight of assigned logistics management program functions
Planning and management of office space, encompassing 4 separate locations General Services Agency (GSA) Lease Space and Washington Headquarters Service (WHS) space), 1 warehouse (GSA Lease Space) and inside the Pentagon (WHS); securing new equipment, furnishings, coordinating repairs and new construction
Serves as a Contracting Officer Representative (COR), managing a multi-year labor contract to include negotiating scope and duties of the supplied services and serving as the liaison between the contractors and the Contracting Officer.
Executes a multi-million-dollar budget to include supervision of US Treasury G-Invoicing Orders preparation, tracking and programming funds, and pursuing yearly unfunded requirement funds through the JS Comptroller.
Sets policy detailing goals and objectives in the areas of logistics management, acquisition management, procurement direction, inventory management principles, distribution and storage practices, property accountability procedures (to include automated data processing equipment [ADPE], transportation, and maintenance of non-tactical armored vehicles), mail, printing and graphics, facilities support, space management, and financial management concepts.

Qualifications
You may qualify at the GS- 14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Applies programs (related to multiple fields) results in integrated direction/management of the programs to include quality and production, supply chain, acquisition, earned value, risk management, financial and business systems and their inter-relationship with program performance;
Secures new equipment, furnishings, coordinating repairs and new construction, providing input to and participating in future planning with the WHS; Facilities Services Directorate (FSD), and ensuring compliance with safety regulations involving organizational space and facilities;
Applies the duties of a Contracting Officer Representative (COR), managing a multi-year labor contract to include negotiating scope and duties of the supplied services and serving as the liaison between the contractors and the Contracting Officer;
Provides general supervision and material readiness capability for all functions to include warehousing, inventory management, procurement direction, shipping/receiving/storage of regular and exercise-related equipment to/from worldwide locations, non-facility equipment repair, and support contracting. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Substitution of education may not be used in lieu of specialized experience for this grade level.
