NIRA, Inc. is seeking a highly motivated and detail-oriented Senior Program Analyst to provide strategic and analytical support to director-level leadership within the Federal Aviation Administration (FAA). This individual will play a critical role in facilitating informed decision-making, ensuring operational effectiveness, and supporting complex programmatic initiatives within a dynamic federal environment. We are looking for a seasoned professional who can be closely involved with the executive's responsibilities and looking to make a difference in the implementation of aviation systems and programs.

Responsibilities include:

Provide direct administrative, analytical, operational, and strategic support to FAA director-level leadership.

Manage workflows, track tasks, and coordinate deliverables to ensure timely completion of Director/Deputy Director priorities.

Manage scheduling and calendar support for the Director/Deputy Director.

Attend various meetings, capture meeting minutes and actions items.

Draft, review, and edit high-quality reports, briefing materials, presentations, and correspondence.

Support policy development, process improvement, and implementation of procedures.

Collaborate with Group Managers and Program Management Organization (PMO) leadership to log, track, and analyze taskings; synthesize responses and provide actionable recommendations.

Develop and monitor key programmatic initiatives, performance metrics, and project plans.

Conduct data analysis to identify trends, risks, and improvement opportunities.

Facilitate communication and alignment across internal and external stakeholders.

Perform additional duties as assigned.

Education Requirements and qualifications:

Bachelor's degree in Public Administration, Business, Aviation Management, or related field (Master's degree preferred).

10+ years of progressive experience in program analysis or advisory roles, ideally within the FAA or a related federal agency.

Strong Microsoft Excel and PowerPoint Skills.

Ability to work both independently and in a team-oriented, collaborative environment.

Ability to effectively prioritize, execute tasks, and meet deadlines

Demonstrated experience supporting executive or senior leadership.

Exceptional organizational skills with keen attention to detail.

Proactive mindset with the ability to manage multiple priorities.

Excellent written and verbal communication skills.

Strong proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook).

Must be able to pass Public Trust background check.

The work location for this role is the customer site (FAA Headquarters, in Washington, DC), requiring a full-time, 5-day on-site presence.
