Duties Help * Reviews, interprets, develops, and establishes policies, procedures, and acquisition instructions for assigned area of the agency acquisition mission.

Conducts training sessions as required on new policies, procedures, or software programs.

* Performs pivotal research with regard to on-going data management system initiatives for capturing, cataloging, indexing, and presenting information.

* Reviews, interprets, and assists with the development of policies for the procurement mission.

Also, develops guidance procedures and acquisition instructions for the agency procurement mission.

* Provides technical advice to senior management and contracting officers within the agency.

* Serves as a senior procurement analyst responsible for the review of contracts and contracting actions for a variety of supplies and/or, services contracts for the development of policy, and guidance material.

Basic Requirements: To qualify for this position you must meet the basic requirements described below: * A.

Bachelor's degree or higher from an accredited educational institution authorized to grant baccalaureate degrees.

* Selectee must have their Contracting Professional Certification (or be eligible for certification within 36 months of appointment) in the DAWIA Contracting Functional Area.

Acquisition workforce employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66.

Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment.

If certification is not received within 36 months of appointment as defined by DAWIA, and training not completed within the established guidelines, the incumbent might be removed from this position.

GS-12: Specialized Experience Is Defined As: * Experience using procurement policies and procedures and knowledge of various contract principles, practices, and regulations in order to analyze/evaluate a wide variety of procurement actions.

Time-in-Grade: * Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

GS-13 QUALIFICATIONS * One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

GS-13: Specialized Experience Is Defined As: * Applying acquisition regulations, contracting principles, laws, statutes, executive orders, procedures and policies applicable to pre- and post-award actions sufficient to effectively award and administer contracts or experience with the analysis of large data sets related to procurement to improve data collection, reporting to improve the overall operation.

Time-in-Grade: * Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

As a condition of employment, you may be required to serve a 1 Year Probationary Period during which we'll evaluate whether your continued employment advances the public interest.
