The Senior Project Scheduler is critical to the LinkUS Program and ensures that project timelines, resources, and costs are effectively planned, tracked, and reported.
The Senior Project Scheduler provides regular reports on the status of the project and LinkUS program and consults on any potential issues and mitigation plans.
The Senior Project Scheduler is responsible for the full lifecycle reporting of the project.nThe Senior Project Scheduler prepares schedule related information for contract documents such as contract conditions pertaining to time available for completion of work, scheduling specifications and schedule related exhibits.
The Senior Project Scheduler integrates schedules maintained by contractors and subcontractors into an overall Integrated Master Program Schedule (IMPS) for the LinkUS program of projects.
nThe Senior Project Scheduler works closely with project managers, engineers, and other stakeholders to ensure all scheduling needs are met and any potential risks to the schedule are identified and mitigated.nPerforms other duties in alignment with the COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.nESSENTIAL JOB FUNCTIONSnnSchedule Development and AnalysisnnDevelops and monitors summary level phases for the program schedule to show the major deliverables, key milestones, and summary of work breakdown structure activities for tracking the project at a summary level.nAnalyzes baseline status and update schedules for adherence to contract requirements of scope, cost, quality, safety, procurement, permitting and project performance period, to provide the Director, LinkUS Program Controls with an accurate tracking tool to monitor contractor performance.nAssists, reviews, and supports the risk register and project risk planning to ensure risks are proactively and effectively managed to minimize impact on schedule and cost.nUses Earned Value Management (EVM) techniques such as schedule/cost variance, schedule/cost performance index to determine the health of the project and provide advice and solutions to project/program managers regarding any foreseen/unforeseen slippage or cost overruns.nPrepares monthly project reports on resource allocations and status of milestones to provide project/program managers summary information on ongoing projects.nnnProgress Monitoring & ReportingnnMonitors project progress against the baseline schedule and report on deviations, delays, and changes.nProduces periodic reports on project performance, including Earned Value Management (EVM), critical path analysis, and milestone tracking.nSupports risk management efforts by updating risk logs and filing supporting documentation as requested.nnnRisk Management and MitigationnnProvides regular updates on project health, including schedule forecasts, potential risks, and impacts.nMonitors and reports critical path and schedule performance.nAnalyzes the critical path to specific activitiesnQuickly and efficiently identify variance from previous baselines.nBuild and manage a Baseline schedule using Federal Transportation Administration (FTA) and Federal Highway Administration (FHWA) standards Project Management Institute (PMI) best practices.
nPrepares various forensic analysis per recommended practices and contract specifications.nUpdate and track risks and ensure that risks are included in schedule updates.nSupport quality requirements and document quality management information.nConducts schedule analysis and studies of problem areas to determine the criticality of scheduled activities.nRecommend alternatives for schedule improvement to the project team for discussion and/or decision.
Proactively identify potential scheduling conflicts, risks, and delays, providing recommendations to mitigate impacts.nCollaborate with the project team to establish recovery plans and schedule compression techniques when necessary.nResponsible for leading, when requested, the development and review of schedule recovery plans, including the evaluation of additional resources/costs required to affect such plans.nnnCollaboration and CommunicationnnServe as a key liaison between the project team, stakeholders, and management to communicate schedule status, risks, and changes.nAssist in the development of presentations and reports for senior management, clients, and stakeholders.nnnDocumentation and CompliancennEnsure proper documentation of schedule changes, approvals, and revisions in accordance with company standards and project requirements.nEnsure schedules comply with any contractual requirements for reporting and deliverables as a key liaison between the project team, stakeholders, and management to communicate schedule status, risks, and changes.nnnnMINIMUM EDUCATION & EXPERIENCE REQUIRED:nnnnRequires a Bachelor's degree in Engineering, Construction Management or a related field and at least five (5) years' experience as a Senior Scheduler or Planner, specifically with Primavera P6 software in construction, engineering, or project management environments.nExperience working with large, complex projects with multiple stakeholders and dependencies.nnnProject Management Professional (PMP) Preferred.nOracle Primavera P6 certification Preferred.nnnnnCOTA is an Equal Opportunity Employer and prohibits discrimination and harassment of any kind.
