Position Overview:
Under general supervision of the Assistant City Manager, directs municipal operations for all programs and supporting services related to infrastructure, rights-of-way, facilities, public lands, fleet, and urban forestry management and maintenance. Manages capital infrastructure maintenance and rehabilitation projects and equipment purchases. Responsible for planning, supervising, coordinating, managing, and evaluating work performed internally and externally by consultants, contractors, service providers, and cross-functional city teams. Responsible for the day-to-day management of the Public Service Department.
Essential Functions of Work:
Directs Operations Administrators, Maintenance Supervisors, Maintenance Technicians, Administrative Assistants, Seasonal Workers, and other staff to accomplish the goals and objectives of the Operations Division.
Directs major municipal programs and services such as fleet maintenance, snow and ice control, rights-of-way services, leaf collection, solid waste, recycling, public facility operations, and maintenance.
Directs, plans, schedules, organizes, and coordinates roadway and public facility activities, which include construction, repair, rehabilitation, replacement, and maintenance programs.
Directs activities involving the investigation and resolution of roadway, bridge, right-of-way, drainage, environmental, sewer, lift station, water, street, traffic signal, and street light problems.
Oversees and supervises staff in the maintenance of streets, curbs, gutters, sewers, lift stations, fire hydrants, sidewalks, bike paths, and trees, as well as traffic and electrical systems.
Prepares, manages, and monitors the Operating Divisions annual operating and capital budgets.
Coordinates and negotiates financial contracts and service agreements with outside service providers.
Supervises and manages contractual consulting services and monitors the progress of work activities.
Reviews blueprints, design drawings, maps, manuals, and other technical materials required to oversee projects and perform work assignments.
Directs the preparation of public bid contracts and requests for proposals for maintenance work, capital improvement projects, equipment purchases, materials, supplies, and third-party service contracts.
Directs the preparation of legislation and supporting informational documents as required.
Develops and administers administrative policies and procedures for use by the Operations Division.
Coordinates activities and acts as liaison to various agencies on municipal operations and public works related matters.
Reviews and inspects work in progress or at completion to ensure compliance with applicable laws and regulations.
Investigates complaints and answers public inquiries regarding municipal programs and services.
Directs emergency roadway maintenance activities for weather-related events adversely affecting city roadway/bridge systems.
Directs the preparation and issuance of work orders, permits, plans, and drawings for the installation, maintenance, and repair of City-owned facilities.
Implements training programs and all city safety work rules and procedures.
Prepares correspondence and maintains files and records for the Division.
Advises City Manager on municipal operations and public works related matters.

Minimum Qualifications:
Possession of a bachelor's degree is required. A masters degree in Business Administration or Public Administration is preferred.
Combined ten years of supervisory and managerial experience in municipal operations and public works.
Possess a valid driver's license with an acceptable driving record.
Compensation:
Base pay range: $110,000.00/yr - $140,000.00/yr.
