Job Profile

Under the general direction of the Services Development Branch Head, the Land Development Servicing Engineer is responsible for the review of development servicing capacity inquiries. This position is responsible for performing detailed engineering assessments of existing water distribution, wastewater collection, and land drainage infrastructure to evaluate the ability to support proposed developments or to identify any system upgrades required.

Responsibilities

Evaluate water, wastewater, and land drainage infrastructure for development proposals.

Identify conditions of approval for development applications.

Approve engineering designs for upgrades and extensions of the water, wastewater, and land drainage systems.

Assist in long term planning of water, wastewater, and land drainage infrastructure.

Qualifications

Bachelor’s Degree in Engineering.

Minimum of four (4) years’ experience related to municipal servicing infrastructure.

Experience preparing engineering reports and making recommendations.

Experience in the use of a personal computer and ability to work with spreadsheets, databases, and hydraulic modeling software.

Knowledge of water, sewer, and land drainage servicing principles, including hydraulic modeling and capacity assessments.

Ability to prepare construction cost estimates and perform financial analysis and calculations.

Ability to work independently under stressful situations and make timely decisions with limited information.

Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.

Demonstrated ability to communicate effectively both verbally and in writing.

Analytical and problem-solving skills with the ability to be flexible and active in developing innovative methodologies.

Ability to analyze risks and accept risks where appropriate.

Strong organizational skills with proven ability to set priorities and meet deadlines under pressure.

Knowledge of the Development Agreement process related to municipal services.

Knowledge of Provincial Regulations, City By-Laws, and City Standards applicable to Development.

IMPORTANT: Applicants who have been educated outside of Canada must have education which is comparable to the minimum qualification in Canada. Applicants submitting foreign credentials require an official academic assessment report issued by a recognized Canadian assessment service at application.

Conditions Of Employment

The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.

A Police Record Check satisfactory to the employer will be required from the successful candidate, at their expense.

Must possess and maintain a valid Class 5 Manitoba Driver’s License. The successful applicant will be required to provide a driver’s notice in force document upon request.

Professional Engineer designation and eligible for registration with Engineers Geoscientists Manitoba (E.G.M.).
