Role purposeThe Commercial Manager is responsible for assisting the GM Development Analysis and Valuations (GM DAV) with all aspects of financial control of the Development business. This includes facilitating the on-time payment of development expenditure including construction claims, the management of Assistant Development Accountants and the associated preparation of funding requests. The role will also assist in ensuring accurate job cost reports are in place for all projects and period end financial control activities are undertaken (i.e. accruals). The role will also be responsible for timesheet reporting and the billing of internal time and fees for projects and the associated forecasting and reporting of these billings for future periods.

Key Accountabilities

People Leadership

All elements of the annual performance cycle are completed by the due date (including goal setting, mid-year reviews, EOY conversations).

Regular 1:1’s, team meetings and development conversations conducted - minimum monthly cadence.

Performance issues are managed in an effective and timely manner.

Quarterly development conversations conducted with all team members.

100% of compliance training is completed on time for team.

All health and safety, risk and compliance requirements are delivered across the team.

Effective management of budgets as per forecast with demonstrated focus on managing cost.

Demonstrated commitment to building own capability as a people leader.

Financial Control of Development Expenditure

Development expenditure is paid on time with total accuracy.

Preparation of funding requests to ensure funds are available to pay development invoices when they fall due.

Work closely with Development Analysts and Development Finance Managers to ensure accurate job cost reports are in place at all times.

Complete monthly, half-year and year-end accounting activities as appropriate. Liaison with other Vicinity finance functions and internal and external auditors

Fees and Internal Time Billing

Bill development associated fees and internal time on a timely basis as due to Vicinity.

Manage development timesheets to ensure the business understands where development resource is being allocated and where it is being underutilised.

Development Business Reporting and Forecasting

Assist the GM DAV with all development business reporting, which includes (but is not limited to) maintaining the development pipeline, development expenditure reporting and current and future period internal time and fees forecasting.

Assist in ad-hoc reporting activities such as investor relations presentations.

Key Role Relationships

Manager DAV, Development Finance Managers and Development Analysts in DAV team: payment of development expenditure, ensuring job cost reports reflect latest development commitments.

External Reporting and Financial Operations Team: reporting of development expenditure for balance sheet, funding requirements

Internal and external auditors: verification of development financials

Development team (i.e. Development Managers, assistants to Development Managers, etc): assistance with development payments, commitments, forecasting job cost reports

Experience & Capabilities

ESSENTIAL EXPERIENCE (what you have done)

Proven experience in financial management within property, real estate, or infrastructure sectors

Track record of delivering high-quality financial reporting and performance insights to senior stakeholders

Experience working cross-functionally with finance, analytics, and operational teams

CPA or CA qualified

CRITICAL KNOWLEDGE (what you need to know)

Strong understanding financial accounting principles

Familiarity with budgeting, forecasting, and financial governance frameworks

CAPABILITIES (what you can do)

Commercial acumen with the ability to balance strategic thinking and financial rigour

Advanced problem-solving skills with attention to detail

Strong communication and stakeholder engagement skills, including the ability to present complex information clearly

High level of proficiency in Excel

Ability to work independently and collaboratively
