Dean of Health and Public Service Department: Health and Public Services Pathway Pay Classification: 20 Reports To: Vice President of Student Learning and Success FLSA Status: Exempt Job Summary: Provides academic and fiscal leadership for the assigned group of academic disciplines, including planning, evaluating, and development functions.
Minimum Required Education: Master's degree; or a combination of experience and education that yields the required knowledge, skills, and abilities.
Preferred: Doctorate Minimum Required Experience: Five years' teaching experience Five years working as a division director, departmental chairperson, or equivalent Preferred: Three to five years in an administrative role in a higher educational institution providing leadership in teaching and learning.
Core Duties and Required Knowledge: Ability to be detail-oriented, interact with all levels of the organization, lead and manage change, make and influence decisions, mediate and resolve conflict.
Plans, develops, implements, maintains, and evaluates the Pathway's instructional programs and processes.
Provides leadership for the evaluation and review of existing curriculum and development and adoption of new programs and courses within the pathway.
Assists in supervision and preparation of college catalogs and other publications relating to the programs Hill College offers.
Plans, evaluates, and supervises faculty loads within the Pathway.
Provides innovative and practical suggestions to faculty regarding instructional design, development, and delivery.
Directs the orientation of new faculty.
Recommends selection and dismissal of faculty as well as other members of instructional staff to the Vice President of Student Learning & Success.
Provides leadership, direction, fiscal insight, and mentoring for support staff.
Administers a program of supervision, including appropriate standards and controls for teaching services.
Conducts and maintains a comprehensive system of instructional evaluations.
Responds to student complaints per Hill College Board Policy.
Formulates and recommends annual budget requests.
Responsible for operating within the approved budget.
Assist in the preparation of departmental budgets.
Formulates and recommends policies on matters relating to the development, operation and expansion of instructions services of Hill College and of related staff functions.
Assess, research and document service area needs based on input/data from professional organizations, businesses, and industry professionals, advisory committees, labor statistics and local workforce development boards to identify demand credit and non-credit programs.
Develops and maintains positive relationships with relevant state agencies (i.e., THECB, TWC), program advisory committees, business/industry partners, local governmental agencies (i.e., ISD's and other educational agencies) in the service area in order to identify needs and opportunities pertaining to the Hill College Mission.
Provides leadership and advocacy in the planning, implementation and delivery of instructional design to ensure that the appropriate level of academic/workplace skills will be achieved upon completion of the program.
Formulates, monitors and recommends policies and procedures relating to the development, operation and expansion of new and existing instructional programs and services of Hill College.
Ability to generate auxiliary revenue and/or write federal grants.
Ability to operate a personal computer and other standard computing equipment.
Working knowledge of Microsoft Office products including Word, Excel, Teams and Outlook.
Ability to maintain confidentiality of information, articulate and support the values, mission and vision and code of conduct of Hill College.
Interprets and abides by the policies and procedures of Hill College.
Demonstrates customer services, organization, supervisory, management and leadership skills.
Demonstrates skills in occupational analysis and labor market forecasting.
Working knowledge in managing grants such as Perkins, NSRP, DOL, et.
Working knowledge of programs in the following: Cosmetology, Criminal Justice, Drug and Alcohol Abuse Counseling, Echocardiography and Vascular Technology, Emergency Medical Services, Fire Protection Technology, and Nursing.
Working knowledge of financial data and budgets.
Working knowledge of strategic and tactical planning and implementation.
Working knowledge of THECB, AGCM, WECM and SACSCOC guidelines relating to faculty credentials, curriculum development and evaluation.
Working knowledge of educational foundations.
Working knowledge of core discipline sufficiently to exercise broad intellectual leadership.
Plans, develops, implements, and evaluates the Pathway's instructional programs and processes.
Provides leadership to the Health and Public Services pathway.
Serves on institutional committees.
Strategic Vision and Program Development: Researches and brings to the attention of stakeholders, the executive leadership team, and the president, program development opportunities that have the potential to support the college's priorities.
Responsible for leading and supervising all aspects of the pursuit and administration of the curriculum and programs in the Health and Public Services pathway for the college including but not limited to research, needs analysis, proposal writing, budgeting and supervision of expenditures, compliance, reporting, and evaluation.
Builds and pursues partnerships to fund strategic goals of the institution Collaboration: Works with executive leadership team, academic officers and student support areas to determine goals, objectives, scope, feasibility, and funding needs for Hill College programs.
Develops and maintains contacts within the public and private sectors for both solicitation and to broaden the community's awareness of the college.
In coordination with communications staff, develops and implements an annual calendar of strategic donor communication and stewardship efforts.
Assists and provides support and administrative oversight for the development of funding proposals by the college's internal units and external partners.

Other Information: Participates in the planning, monitoring, and operations of all Hill College campuses and centers.
Expected weekly presence on Hill County, Johnson County, and Burleson locations.
Travel required as needed to other extension centers and high schools Weekend and evening work as necessary.
Security sensitive position.
Valid Texas Driver's license required.
Physical Requirements: Light work: exerting up to 30 pounds of force occasionally and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body.
The use of arm and/or leg controls requires exertion of force greater than that for light work.
