About the Role:
Reporting to the Accounting Manager, this position is responsible for a wide variety of professional accounting and fiscal management duties. The role requires independent judgment, problem solving, and coordination with internal program areas as well as external stakeholders such as customers, vendors, and credit card payment processors.
Key Responsibilities:
• Research and analyze complex financial information to resolve errors, manipulate data, and determine appropriate actions.
• Manage revenue activities including ACH Direct (PassKey) control total call-ins, lockbox deposits, ACH and wire payments, and check processing.
• Prepare revenue pay-in documents in OAKS; apply payments to invoices; create revenue journal entries; and complete monthly revenue reconciliations.
• Perform initial fiscal year setup; update SpeedCharts and the agency chart of accounts; maintain fiscal ledgers; and manage asset records in OAKS-AM.
• Create bi-weekly payroll journal entries, complete federal draws, process refunds, and prepare intra-state transfer vouchers (ISTVs).
• Create requisitions and encumber funds in OAKS against purchase orders; monitor fund availability and allotments; and generate financial reports in OAKS and OAKS BI.
• Serve as a designated Cognos report owner and collaborate with the Information Systems Division to ensure accurate and complete reporting.
• Provide administrative fiscal support including mail processing, fleet vehicle reservations, supply ordering, electronic document management, and responding to inquiries.
• Assist Financial Managers with grant activations and issue resolution, and provide backup support to Procurement and Budget Analysts for purchase orders and P-Card transactions.
• Represent the Fiscal Division at program meetings and inter-agency meetings with OBM, TOS, and DAS.
• Recommend policies, procedures, and improvements to strengthen fiscal practices and operations.

• Assessment: Selected applicants will be notified and provided scheduling & assessment instructions via email. The assessment is a timed exercise (please allow up to 1.25 hour). Microsoft Office Required. You may utilize free software such as Google Sheets in place of Excel.

-Or completion of graduate core program in business administration, accounting, finance or related field; 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.
-Or 12 mos. exp. as Financial Analyst, 66562.
-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
