The four island countries in the Eastern Caribbean are small, volcanic, windswept islands subject to weather conditions originating in Africa and crossing the Atlantic. Dust from the Sahara is most prevalent. It exacerbates allergies or causes similar reactions — such as itchy eyes, sore throat, and sneezing. Conditions typically are not severe, and people may not even realize they are reacting to the dust. Eye drops, water, and throat soothers help to alleviate symptoms.

The islands are susceptible to hurricanes, tropical storms, depressions, and troughs during the Atlantic hurricane season, which runs from June to November. Residents often prepare accordingly and stay informed about weather updates and the Peace Corps has a robust system to support Volunteers during this time. Peace Corps Eastern Caribbean does not assign Volunteers in villages prone to flooding or landslides, but the aftermath of a storm may slow or prevent travel on one side of an island for a brief period. Hurricanes are the greatest threat, though they are far less frequent than depressions and troughs. Dominica was devastated by Hurricane Maria in 2018, Saint Lucia by Hurricane Thomas in 2010, and Grenada, Carriacou & Petite Martinique by Hurricane Ivan in 2004. The islands have mostly recovered, although some ongoing systems have not fully recovered or been restored. Building back “smarter” to reduce risk has been the priority. Peace Corps Eastern Caribbean is vigilant in tracking weather conditions and keeps in close contact with Volunteers throughout the hurricane season. There is also an Emergency Action Plan that every Volunteer and staff member knows is implemented when needed and has proven to be effective.

Far less frequent are volcanic eruptions — a threat primarily to Saint Vincent and Dominica. The La Soufriere volcano on Saint Vincent erupted in 2021 and caused great disruption to the island. No lives were lost, and in testament to Vincentian resilience, life was normalized within a year. As such, assignments to the La Soufriere region may be limited. Despite the excellent emergency alert systems and minimal threat, Peace Corps Eastern Caribbean nonetheless continually monitors the region’s activity. Of some concern is seismic activity and tsunamis. These events are closely monitored by regional authorities and no earthquake or tsunami has had a significant impact on the countries we serve, even during the recent volcanic eruption.

Gang-related violence is on the rise throughout the region. Factors affecting the rise include increased unemployment due to COVID-19, poverty, drug trafficking, disenfranchised youth, and increased access to firearms. Peace Corps Eastern Caribbean assigns Volunteers to communities, where crime is minimal and very seldom violent. Through training and throughout service, staff sensitizes Volunteers on areas to avoid and provides strategies to reduce risk to their safety.
