General Description

The purpose of this position is to provide technical and administrative duties as they pertain to the Galveston County Floodplain Regulations, Federal Emergency Management Agency (FEMA) Floodplain Regulations and the Texas General Land Office (TxGLO) Dune Protection and Beach Access Plan.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

Assess flood risks to provide technical and administrative support and guidance to the community and other departments.

Coordinate with the TxGLO on all matters pertaining to beachfront construction.

Review and process all Beachfront Construction Certificates and Dune Protection Permit applications.

Respond to all alleged Floodplain Regulation and Dune Protection and Beach Access Plan violations. Ensure alleged violations are appropriately evaluated, investigated, documented, and resolved.

Enforce regulatory compliance with county regulations thru field inspections.

Assist in answering telephones, greeting walk-ins, maintaining records, perform building plan reviews, inspections, and meetings regarding FEMA Floodplain Regulations, TxGLO Dune Protection and Beach Access Plan, as well as other local, state, and federal regulations.

Perform related work as assigned.

Minimum Education and Experience Requirements:

High School diploma or GED

Two years job related experience

Other Requirements:

Ability to prioritize tasks and maintain accuracy while working quickly in a high-volume office setting. Performs a variety of duties, often changing from one task to another of different natures.

Ability to maintain composure under stress, and make sound decisions using good judgment.

Ability to read, interpret, and enforce applicable county, state, and/or federal codes, ordinances, and regulations.

Ability to research property records and related documents to establish property ownership.

Ability to communicate clearly and concisely and perform mathematical computations.

This position requires the establishment and maintenance of effective working relationships with the public, coworkers, other departments, elected and appointed officials, as well as members of diverse cultural and linguistic backgrounds.

Physical Demands/Work Environment:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

The work is typically performed sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects.

The work is also performed outdoors, occasionally in cold or inclement weather.

Emergency Preparedness Tier Level: 3

Special Certifications and Licenses:

Certified Floodplain Management Certification preferred

Must possess and maintain a valid state drivers license and an acceptable driving history.

Salary: $43,676.00
