Job Description Summary The Senior Program Manager (SPM-MNCHI) will be responsible for leading and overseeing the strategic development, management, and implementation of programs aimed at improving reproductive, maternal, neonatal, child health, nutrition, and immunization outcomes across multiple countries across Africa.

The role will focus on improving maternal and child health, reducing preventable deaths, and enhancing immunization coverage through evidence-based, comprehensive interventions.

The SPM-MNCHI will manage multi-country programs, working closely with local governments, partners, stakeholders, and donors to ensure effective, high-impact program delivery.

The role requires deep clinical and programmatic expertise in reproductive, maternal, neonatal, and child health, as well as an understanding of nutrition and immunization systems, across Africa.

Key Responsibilities Program Management * Leadership and Oversight: Lead and oversee the planning, implementation, monitoring, and evaluation of reproductive, maternal, neonatal, child health, nutrition, and immunization programs across Africa, ensuring they align with global health guidelines and local needs.

* Coordination: Collaborate closely with country-based teams, Global leaders and local stakeholders to align program activities with organizational objectives, national health policies, and donor requirements, ensuring comprehensive approaches to maternal, neonatal, child health, and nutrition.

* Monitoring & Evaluation: Work with country teams and the global monitoring, evaluation and learning team to implement robust M&E frameworks to track program progress and measure outcomes, ensuring interventions are effective, sustainable, and data-driven.

Provide leadership on data analysis and reporting to refine program strategies.

* Quality Assurance: Ensure that all interventions are high-quality, culturally sensitive, and responsive to local needs, while meeting global health standards in maternal, child, and nutrition health services.

* Risk Management: Identify potential risks to program success (including operational, financial, and political risks) and design effective mitigation strategies to maintain program effectiveness and continuity.

Representational Duties * Stakeholder Engagement: Serve as the Africa Team's primary point of contact for maternal, neonatal, child health, nutrition, and immunization programs, building relationships with national and local governments, UN agencies, donors, and key health sector partners.

* Advocacy: Represent the organization in high-level meetings, policy forums, and conferences, advocating for improved investments in maternal and child health, and immunization coverage.

* Donor Relations: Cultivate relationships with donors, ensuring timely updates on program progress, identifying opportunities for future funding, and working to align program goals with donor priorities.

* Public Representation: Represent Project HOPE at relevant health forums, conferences, and in the media to raise awareness of RMNCH-NI issues and advocate for effective global health solutions.

Finance Management * Budget Oversight: In collaboration with global and country focal persons, lead the financial management of program budgets, ensuring alignment with donor funding and adherence to organizational financial policies.

* Resource Allocation: Ensure that financial resources are allocated effectively to achieve program goals, maintaining transparency and accountability in resource management.

* Compliance: Ensure compliance with donor regulations, organizational policies, and financial management standards, reporting on expenditures and maintaining high standards of financial accountability.

* Fundraising Support: Collaborate with the fundraising team to identify and pursue new funding opportunities for maternal, neonatal, child health, nutrition, and immunization programs, contributing to proposal development and donor pitches.

Program Development * Program Design: Lead the design and conceptualization of new programs that address reproductive, maternal, neonatal, child health, nutrition, and immunization challenges, ensuring they are evidence-based and aligned with both global health standards and donor priorities.

* Needs Assessments: Conduct needs assessments to identify gaps in RMNCH-NI services, and develop tailored interventions that respond to local health challenges, particularly in underserved or vulnerable populations.

* Innovation and Best Practices: Stay abreast of emerging trends, scientific advances, and best practices in maternal, neonatal, and child health, nutrition, and immunization to continuously improve program design and implementation.

* Policy Influence: Engage with national and regional health authorities to promote policy changes that enhance RMNCH-NI outcomes, ensuring that national health systems are better equipped to meet global health targets.

Requirements Education * A Medical Doctor with a Master's degree in Public Health (MPH), Global Health, International Development, or a related field is required.

* A doctoral degree (e.g., DrPH, PhD) in a related field is desirable, particularly for candidates from academic or research backgrounds.

Experience * At least 10+ years of experience in managing and implementing public health programs with a focus on reproductive, maternal, neonatal, child health, nutrition, and immunization.

* Extensive experience working in low- and middle-income countries, particularly in Africa, with in-depth knowledge of the health systems, challenges, and opportunities in maternal, neonatal, and child health.

* Proven experience managing multi-country programs with a focus on RMNCH-NI, and familiarity with international health frameworks (e.g.

WHO, UNICEF, GAVI, USAID, US CDC ). * Strong background in monitoring and evaluation of RMNCH-NI programs, with an ability to use data and evidence to refine program approaches and inform decision-making.

* Experience working with major international donors (especially, e.g.

WHO, UNICEF, GAVI, USAID, US CDC) and knowledge of their funding mechanisms, reporting, and compliance requirements.

* Demonstrated ability to manage multi-million-dollar budgets, ensuring resource optimization and financial accountability.

* Experience in fundraising, including proposal writing and donor engagement, especially for global health initiatives.

Skills & Competencies * Technical Expertise: Deep technical knowledge in reproductive, maternal, neonatal, child health, nutrition, and immunization, with familiarity with global health guidelines, policies, and innovations.

* Leadership: Strong leadership and team management skills, with the ability to lead diverse, cross-functional teams in multiple locations.

* Communication: Excellent verbal and written communication skills, capable of articulating complex public health issues and program goals to diverse audiences.

Fluency in English is required; proficiency in French is a plus.

* Cultural Sensitivity: Strong cultural awareness and experience working in diverse and multi-cultural environments.

* Problem-Solving: Excellent analytical and problem-solving abilities, with a capacity to manage complex issues and deliver solutions under pressure.

* Collaboration: Proven ability to build relationships with governments, donors, NGOs, and community leaders to strengthen program outcomes and foster collaboration.
