Position Summary:

The Voting Machine Manager leads the day-to-day operations and long-term planning for all voting equipment logistics in Bucks County. This position is responsible for supervising voting machine technicians, coordinating the delivery and maintenance of voting equipment and polling place supplies, ensuring compliance with federal and state election laws, and supporting the County's election infrastructure through training, reporting, and planning.

Essential Functions & Responsibilities:

Supervision & Leadership

Oversees all activities of the Voting Machine Department, from election preparation to post-election cleanup.

Supervises, trains, and evaluates voting machine technicians and support staff.

Establishes daily and seasonal work schedules and ensures timely completion of all election-related tasks.

Coordinates with County departments, vendors, and Board of Elections staff.

Compliance & Records

Ensures compliance with the Pennsylvania Election Code, federal election laws, and guidance from the Pennsylvania Department of State.

Oversees creation, maintenance, and secure storage of department records, including supply inventories, equipment certification logs, and service documentation.

Maintains accurate logs of equipment maintenance and Election Day service issues in accordance with the Records Retention Act.

Polling Place Operations

Makes recommendations to the Board of Elections regarding polling place selection, accessibility, and potential relocations.

Conducts site assessments of potential polling sites for ADA compliance, space availability, and delivery logistics.

Prepares and posts public notices for polling place changes as required by law.

Coordinates directly with polling place contacts to confirm access and delivery arrangements.

Equipment & Supplies Management

Oversees programming, testing, and secure deployment of all voting equipment prior to each election.

Manages procurement, inventory, and storage of election equipment, supplies, signage, and transport materials.

Tracks and oversees machine repairs, coordinates with vendors, and ensures equipment is maintained and ready for use.

Ensures carts are packed with all required polling place supplies and that contents are properly documented and sealed.

Election Supply Operations

Oversees the preparation and packaging of materials for each polling place, including tables, chairs, PPE, ADA setups, privacy screens, signage, and miscellaneous supplies.

Reviews and verifies supply checklists, cart configurations, and labels.

Coordinates closely with the Board of Elections on polling place needs and inventory management.

Logistics & Delivery Coordination

Coordinates with hauling vendors for the delivery and retrieval of election equipment and supplies.

Develops, verifies, and updates delivery schedules and load lists.

Prepares and distributes route sheets and communicates directly with polling locations before delivery begins.

Election Day Support

Supervises and dispatches field technicians to respond to equipment issues across the County.

Oversees the Election Day support phone bank and ensures all calls are logged and addressed promptly.

Ensures support vehicles, radios, headsets, tools, and backup equipment are prepped and available.

Training & Public Engagement

Assists with poll worker training sessions and public-facing events, such as voter outreach demonstrations and fairs.

Trains warehouse staff and temporary employees on equipment handling, safety, and election protocols.

Budgeting & Planning

Assists in preparing the Department's annual budget, including forecasts for elections, staffing, and capital needs.

Provides monthly budget updates and tracks departmental expenditures.

Supports procurement processes and recommends operational improvements or technology upgrades.

Other Duties

Attends Board of Elections meetings and presents updates or reports as needed.

Performs other tasks as assigned by the Director or Deputy Director of the Board of Elections.

Qualifications:

Associate or bachelor's degree preferred; high school diploma or GED required.

5-10 years of experience in logistics, technical operations, elections administration, or related field.

Supervisory experience in a warehouse or field-based operational setting strongly preferred.

Proficiency in Microsoft Office and basic inventory or scheduling software.

Strong problem-solving, organization, and communication skills.

Valid driver's license and reliable transportation required.

Ability to lift 50 lbs. and work in active environments, including heat, cold, and warehouse conditions.

Typing Test Requirement: 40 WPM.
