Under immediate to general supervision, to review, analyze and design department specific information system(s), which may include assisting with the installation and maintenance of departmental specific system, assesses the assigned departments functions, procedures and workflows to determine if more efficient means of operation can be realized through technology; provides technical assistance and guidance to the assigned Department and staff by supporting and coordinating tasks related to the Department's information system(s); serve as the main point of contact for users of a Department's specific system(s); acts as the liaison between the County's Office of Information Technology and the assigned department and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from assigned supervisory or management personnel. Exercises no direct supervision of staff.

Examples of Duties

The job functions listed below are not inclusive or exclusive and are intended only as illustrations or examples of the various types of work that may be performed in various divisions/departments. Types of work performed shall be within the scope and licensure (if required). Administers and maintains department-specific systems, ensuring their efficient operation; may utilize service management system to track and assign work; troubleshoots and resolves department application and software issues by working closely with County IT staff and utilizing available resources.

Primary point of contact for department-specific systems, liaising between the County's Office of Information Technology and the assigned department; provides technical assistance and guidance to department staff, ensuring effective use of software applications; serves as the bridge between internal stakeholders and external agencies for efficient communication.

Analyzes department needs and collaborates with stakeholders to design, test, and implement new application systems; participates in the development and maintenance of department-specific systems, considering workflow optimization and efficiency improvement opportunities.

Plans, coordinates, and collaborates with the Office of Information Technology and/or vendors on application upgrades and patch deployments.

Performs system maintenance and support for tasks that are most appropriately performed at the departmental level.

Assumes responsibility for department business system requirements; acts in coordination with the County's Office of Information Technology for the successful installation and integration of a department's computer software and hardware system(s) into the County-wide enterprise infrastructure.

Authorizes department specific system access to users.

Develops, tracks, and coordinates new computer equipment purchases, equipment maintenance and repairs with the Office of Information Technology.

Facilitates seamless integration between various applications and data sources, ensuring data consistency and real-time information exchange.

Implements security measures to safeguard sensitive data within applications, ensure compliance with relevant regulations, and actively participate in security audits.

Manages and assists in contract negotiations, ensuring compliance with contractual agreements. Monitors vendor performance and communication, approves payments, and maintains budgetary spending related to application and software solutions.

Distributes communications for assigned departments; assists in surveys and inquiry responses initiated by departments; initiates inquiries to departmental staff on behalf of the county as needed.

Consults with and advises staff and users on department technical problems, system requirements and County policies and procedures that impact operation of the computer systems and associated training plans, working in partnership with the Office of Information Technology staff, department information systems staff, and outside vendors as needed.

Creates and maintains comprehensive documentation, user guides, and training materials to assist end-users in understanding application functionality and best practices.

Monitors application performance, identify bottlenecks, and proactively take necessary actions to optimize system performance.

Participates in IT projects of assigned department related to applications, providing expertise, contributing to project planning, and ensuring successful implementation.

Stays abreast of industry trends, emerging technologies, and best practices related to application management, proposing innovative solutions for business enhancement.

Enforces information technology operational policies and procedures.

Attends and participates in staff meetings and other meetings as requested.Performs related duties as assigned.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor's from an accredited college or university with major coursework in Computer Science, Information Technology, or a related field.

Licenses and Certifications:

Some positions may require possession of, or ability to obtain by the time of appointment, an appropriate California driver's license.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various County and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds.

ENVIRONMENTAL CONDITIONS

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

The application review process will include screening to ensure applications are complete and meet all minimum qualifications. In addition to the application, the applicant is required to complete the Supplemental Questions to further evaluate their education, training and experience relative to the required knowledge, skills and abilities for the position. Applicants must submit answers that are as complete as possible.

Only qualified applicants who pass the minimum qualifications review, will be invited to the examination process which may be administered by a written examination, oral interview, or any combination of qualifications appraisal determined by the Department of Human Resources to be appropriate. Depending upon the number of applicants meeting the minimum qualifications, applicants may be scheduled for one or more of the assessments listed below. Of those passing the initial assessment, only the top 15 will move forward to the appraisal panel. Passing score is 70% out of 100% on each assessment section. If only one assessment is conducted, the weight for that assessment will be 100%.

PLACEMENT ON THE ELIGIBLE LIST:

The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final score on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.

Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.

As a condition of employment with the County of Madera, a candidate must submit to a Tuberculosis (TB) screening, and related follow up testing as necessary.
