Position Job Summary:
The Head Start Compliance Manager (CM) is responsible for working with Programmatic staff to create a culture of excellence and accountability. The CM ensures data is accurate and timely for program planning and decision-making. The CM will ensure accuracy by being informed of the latest local, state and federal regulations and enforcing proper interpretation of the regulations. The CM will ensure timely results by implementing a systematic and ongoing system for gathering, analyzing and sharing information.
The CM will be responsible for assisting in internal reviews of all Head Start employment, health, safety, and support services. Provides reports to the Head Start Management Team regarding compliance issues identified through on-site visits, data monitoring, collection, evaluation and reporting.
Essential Duties and Responsibilities:
General:
Manages and contributes to the program's strategic planning, self-assessment and community assessment in coordination with content area managers.
Maintains and compiles relevant policies and procedures and makes recommendations for on-going improvement and updates
Works collaboratively with all Head Start content area managers and corresponding staff to ensure compliance with all HSPPS.
Ensures confidentiality of all records observed or written.
Reviews and maintains reports not limited to but including active supervision, incidents, classroom check lists, playground check lists, environmental health and safety screeners, disability reports, health and governance screeners
Coordinates with various content areas to plan for, execute and compile information for the Annual Report
Assists with identifying and obtaining in-kind to comply with the grants non-federal share.
Conducts follow-up monitoring visits
Develops monitoring tools that support in gathering accurate information for compliance • Coordinates preparation efforts for FAI and FAII reviews.
Actively participates in the Head Start community, including staff meetings, mandated trainings, program-wide functions, Policy Council, and Head Start Subcommittee meetings
Performs other duties as assigned Internal Monitoring and Audits:
Conducts compliance reviews based upon the HSPPS
Conducts internal and external reviews of programmatic operations for compliance with Head Start policies and procedures; and local, state and federal regulations.
Maintains a system for on-going compliance monitoring and reporting of all program noncompliance findings
Conducts unscheduled and scheduled site visits
Conducts follow-up visits to ensure successful correction of any area of need. Reporting and Scheduling:
Develops and recommends a qualitative and quantitative process for collecting, tracking, and analyzing outcomes.
Interprets, clarifies, and ensures compliance with local, state and federal regulations
Supports the development of Head Start Policies and Procedures
Provides reports to the Head Start Leadership Team regarding compliance issues identified through on-site visits, data collection, evaluation and reporting.
Creates reports that provide individual and/or cumulative results/findings.
Analyzes results to be used for program planning and decision-making.
Creates and maintains a database of results to track trends and ongoing performance.
Develops factual reports that are supported by observation, documentation review and/or interviews, pictures and any necessary samples.

Minimum Qualifications:
• Bachelor's Degree in Early Childhood, Public Health, Social Services Business Administration and/or related field.
Monitoring, tracking, and auditing experience.
Ability to learn and interpret federal, state, and local regulations.
Experience with grants, preferred but not required.
Superior communication and interpersonal skills highly desirable; must be highly self-motivated and self-directed. Salary and Terms of Employment: Local 3144 Salary Scale- Range 8, starting salary $62,482
Union Affiliation: 12-month work year Local 3144
Work Schedule: 12-month position, 8:30 a.m.-4:30 p.m. or 9:00 a.m.-5:00 p.m.
Terms of Employment: All recommendations for employment for the position of the Head Start Compliance Coordinator must be approved by the New Haven Board of Education and the Head Start Policy Council.
Evaluation: Performance will be evaluated in accordance with provisions of the Board of Education's policy on evaluation of personnel and the Head Start Program Performance Standards
