About the position This position is part of WaTech's Strategy and Management Division (SMD), which provides statewide leadership for IT strategy, governance and customer experience while also operating critical enterprise services.

The Lean Manager reports to the Assistant Director for Project Delivery & Performance.

As the Lean Manager you will be WaTech's leader for Lean and lead an organization-wide program to establish and sustain Lean projects, principles and processes.

This position directly supervises a Lean specialist and has indirect authority over managers and other WaTech leaders via the management of the WaTech's Lean project portfolio.

Some of what to expect in this role: * Serve as the highest level Lean expert within WaTech, handling the most complex and challenging Lean initiatives and directing work of other Lean-trained personnel within WaTech.

* Develop a Lean strategic roadmap to guide and prioritize process improvement efforts for WaTech, sustaining a culture of continuous improvement.

* Develop a process and program to quantify the impact of Lean projects, including tangible, specific measures of improvement achieved within WaTech.

* Prepare presentations and information to advise executive leadership within WaTech on Lean efforts to maximize impact and value of WaTech's Lean program.

* Leads an internal community of practice of Lean practitioners (referred to as Lean champions) across all divisions of WaTech.

Ensures that staff are engaged, informed, empowered and able to execute on Lean project efforts.

* Using performance data from programs, processes and services, identify and implement opportunities to improve WaTech services and programs through data-informed management decision-making and accountability for delivering results.

* Review data from different programs, services and sources to identify trends, useful analysis, and actionable data to inform WaTech's direction.

* Lead WaTech's performance reporting efforts, determining which data will be reported across WaTech's various reporting obligations.

* Serve as WaTech's expert in performance management data, collaborating across divisions to aggregate, normalize, standardize and report on performance management data using a variety of different data sources.

Here's what we're looking for: * Ten years of experience in performance management, continuous improvement, project management, or another closely aligned field.

* Formal higher education in information technology, organizational development, business administration, management or a comparable aligned discipline or completion of an accredited certificate program may be substituted on a year-for-year basis for up to two years of the required experience.* * The above experience must include at least three of the following.

Experience may be gained concurrently: * Three years leading or managing cross organizational programs.

* Three years managing complex, organization-wide projects.

* Three years navigating organizational change and sustaining culture initiatives.

* Three years building, designing, or sustaining a performance management program and reporting on performance metrics.

* Three years developing or providing reports and recommendations to executive- or deputy-level leadership within an organization.

* Experience in applying the formal Lean methodology within an organization.

* Certified as Lean Master Black Belt (or higher) or obtain and maintain the certification within one year of hire date.

Preference may be granted to applicants with the following: * Lean Master Black Belt certification.

* Experience in training other staff in Lean management and principles.

Telework: This position is approved for teleworking.

However, it is expected to be onsite in our Olympia, Washington office approximately 1-2 days per month, or as needed based on the priorities of specific projects or initiatives.
