No County Albany Street Address University at Albany (University Police) 1400 Washington Avenue City Albany StateNY Zip Code12203 Duties Description The University Police Communications and Security Specialist 1 (CSS 1) provides communications services for the New York State University Police at Albany.

The CSS must understand the nature of the New York State University Police Department and its operations as they are typically the first representative of the Department to come in contact with those seeking our help.

They function as a desk officer, dispatcher and 911 operator.

In this multi-faceted capacity, the CSS must be prepared to operate radio receiver and broadcast equipment, telephone equipment, the eJusticeNY Integrated Justice Portal or other similar terminal equipment, personal computers, closed circuit television systems and electronic security systems.

Within the course of a routine shift a CSS will be expected to answer telephone, radio and computer communications lines; dispatch mobile and foot patrols; maintain appropriate records; operate data terminals and prepare and file a variety of reports and logs.

They may also patrol campus buildings and facilities, enforce building regulations, maintain order and answer questions for students, staff and visitors.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS (NY HELPS): One year of full time experience as a Police or Peace Officer; Or one year of full time experience as a dispatcher for a public safety agency including fire departments, emergency medical services, or law enforcement; Or one year of active service and an Honorable Discharge from the United States military, where you served as a dispatcher or military police/security personnel.

Substitution: 30 semester college credit hours from an accredited school COMPETITIVE MINIMUM QUALIFICATIONS (NON-NY HELPS): Candidates must have a reachable score on the University Police Communications & Security Specialist 1 List OR Be a current NYS employee and have a current permanent appointment with 1 year of service as a University Police Communications & Security Specialist 1, or in a title eligible to transfer to University Police Communications & Security Specialist 1 OR Be a former NYS employee eligible for reinstatement to the title of University Police Communications & Security Specialist 1 May be filled from a mandatory reemployment list if one is in effect at the time of appointment.
