The NC Central University Police Department is open 24 hours a day and the campus is patrolled, 365 days a year by sworn police officers and security officers.
The primary objective of the University Police Department is to provide a safe and secure environment within which students, faculty, and staff can live, learn, and work.
The University Police Department enforces all applicable federal, state, and local laws.
The department is organized with 35 sworn law enforcement officers, 16 security officers, and 9 administrative staff (e.g., telecommunicators, civilian administrative support, etc.). All sworn officers are professionally trained and must be certified by the state of North Carolina to have the same authority and right to bear arms and arrest as any law enforcement officer in the State of North Carolina.
The department provides a full range of police services, including, but not limited to, investigating all crimes committed in and around its jurisdiction, making arrests, providing crime prevention/community services programs, enforcing traffic laws, and maintaining crowd control and safety for campus special events.
Campus security and safety is realized through an active partnership involving officers, students, faculty, staff, and the community.
The department also maintains a close partnership with local, state, and federal law enforcement agencies in implementing and coordinating campus law enforcement operations.
The University Police Department continues to review and upgrade, as needed, its standards, equipment, and training of personnel that includes incorporating knowledge of the University's overarching mission, as a historically black university, and the role of diverse cultural sensitivity towards its students, constituents, and surrounding community.
Primary Purpose of Position This position reports to the Chief of Police/Director of Public Safety and serves as the NCCU police department's Public Safety Commander of Administrative Operations (Captain), and directs and manages public safety operations for a University campus or State agency.
The position is responsible for administrating law enforcement divisions and/or law enforcement auxiliary service units such as patrol, criminal investigation, K-9 units, telecommunication, accreditation, and crime prevention education/outreach.
Duties include, but are not limited to, developing policy and procedures, planning and organizing operations, managing budget development and related resource allocation, and maintaining appropriate relationships with local and State law enforcement agencies and the media.
This position reports directly to the Chief of Police and oversees numerous units at a higher level of authority.
Serves as backup to the Chief of Police.
This position implements strategic initiatives as directed by the Chief of Police and establishes quality control standards, metrics, and best practices.
It also ensures that all units function in accordance with applicable state and federal laws and are compliant with industry standards.
This position must develop and implement plans for security coverage at special events, health and safety programs, and conduct seminars for University staff and students.
Provides input to planning of crisis communications, emergency response drills, and emergency preparedness plans, and organization-wide education initiatives.
Develops plans to incorporate emerging trends or new regulations into unit's business practices.
Responds promptly and effectively to deploy resources in emergency situations of limited or well-defined scope, as directed by the Chief of Police.
This position develops divisional annual goals and objectives for a combination of Patrol, Investigative, and Support Services divisions (e.g., telecommunication, crime prevention, accreditation). Enforces the Police Department's business continuity plan/emergency response plan, and manages the Police Department's Emergency Management Coordinator, and offers recommendations for process improvement to the Chief or Deputy Chief.
Assesses current and future staff, budgetary, and training needs, and plans for the procurement of resources, based on industry trends and requirements and project growth of university populations.
Establishes Standard Operation Procedures to ensure compliance with best practices in law enforcement, state and federal legislation, CALEA and IACLEA standards, and university expectations.
Independently establishes operational procedures for multiple complex units with a variety of needs; determines unit strengths, weaknesses, opportunities; andprovides personnel administration for units with various employee classifications at multiple levels throughout the organization.
Links personnel administration to strategic planning with consideration for necessary staffing levels as well as budgetary constraints.
Assesses resources of the units, ensure compliance with professional standards and best practices, and plan for future needs.
These may include weapons, radars, vehicles, IT infrastructure, K-9 and/or mounted patrol resources, etc.
Ensures that any associated replacement costs are financially feasible and in accordance with procurement requirements, with signature and purchase authority.
Evaluates purchase contracts and negotiates service or purchase rates either independently or with delegated authority from the Chief of Police.
Required Knowledge, Skills, and Abilities The successful candidate must possess working knowledge of emergency communications center; knowledge of Microsoft Office Suite (Microsoft Word, Excel and PowerPoint) applications; knowledge of leadership management; ability to conduct criminal and civil investigations; ability to conduct roll call inspections and briefings of department personnel; ability to enforce all applicable traffic and parking regulations; ability to conduct assign overtime details to ensure adequate staffing levels are maintained at all times; ability to prepare duty schedules and post assignments as necessary; ability to identify, investigate, and recommend corrective action for internal affairs investigations; ability to manage large campus events; ability to work independently with little or no supervision; to take initiative to see projects and assignments through to completion; to learn, interpret and analyze information to make necessary decisions; to exercise judgment and discretion in problem solving; to plan, prioritize and organize workflow; ability to work flexible schedules; excellent analytical and organizational skills along with written and oral communication skills, excellent editing skills; great interpersonal skills to interact effectively and diplomatically with a wide range of individuals in a high pressure environment.
Minimum Education/Experience A minimum of a bachelor's degree or greater and 7 years of sworn law enforcement officer experience.
At least 3 years of experience must have been in a supervisory role equivalent to a Police Lieutenant or greater.
Certification from NC CJETSC as a commissioned police officer or certification eligible for out-of-state lateral hires.
Master's degree preferred.
