1. POST CONTEXT

The NISRF mission is to conduct unified Intelligence, Surveillance, and Reconnaissance (ISR) operations in support of Supreme Allied Commander Europe (SACEUR), NATO and member nation requirements.

The Joint Staff (JS) is responsible for executing any applicable Joint Function in accordance with the relevant policy, regulations, plans and doctrine. It oversees any Force activity as per the specific, related function, providing advice, endorsement, direction and coordination.

The J1 Division acts as the Force Workforce, and Human Resources (HR) advocate and advisor at all levels of NATO, including ACO ACT, and NATO agencies, contributing to transformation and development of NATO workforce, and HR standards, doctrine, policies, plans and priorities affecting Force operations. It is responsible for the provision of consistent, effective, and efficient workforce planning, military and civilian personnel administration and management, in accordance with relevant policies, procedures, programs, and services.

The Civilian Personnel Branch is responsible for implementing workforce policies and procedures pertaining to recruitment, remuneration, as well as employment of civilian HR, on which it assists and advises all the staff. It supports the Family Support, Morale and Welfare Office in the Human Resources Data Systems relevant activities and manages the deployment of civilians.

The incumbent leads the management and administration of civilian personnel.

The Civilian Human Resources Manager is responsible for the management and administration of civilian personnel.

The incumbent will be required, in the initial stage, to travel frequently to HQ JFCNP liaising with the CHRM Office team members.

The Civilian Human Resources Manager reports to OGS JHXX 0010 - Assistant Chief of Staff (J1) - OF4

2. DUTIES

The incumbent's duties are:

Heads the civilian Personnel.

Provides expert advice t o the Commander on issues ranging from strategic human capital planning and development to matters pertaining to individual members.

As change manager, identifies opportunities for building on the Organization's civilian capacity and proposes transformations aimed at enhancing organizational flexibility, responsiveness and productivity. Acts as major player in the constant reorganizations and changes of the Force.

Ensures adequate professional development and training for the civilian personnel to reduce liability for the Organization.

Legally accountable for appointment, contract management and separation for all civilian staff.

Holds power of attorney from HONB for all matter pertaining to court cases and social institutions.

Holds delegated authority to decide on employment and remunerative aspects of civilian employment, to include leave management.

Holds the authority within the HQ for funding of personnel.

Holds authority to decide on employment and remunerative aspects of civilian employment, to include leave management.

Authorized to make decisions within the assigned functional area. Such decisions may require coordination within the HQ and with the same functional area in lateral, subordinate and superior HQs. Such decisions normally affect the commitment of the NATO body to a specific course of action. Authority to task and intervene to adjust the day to day work priorities of the assigned functional area staff.

Manages the complete employment life-cycle of all administered civilians (i.e., recruitment, selection, appointment, performance management, reassignment/transfer, discipline, grievances, separation, etc.)

Advises leadership regarding the proper utilization of administered civilians, proposing and/or implementing, when required, corrective measures.

Manages education and training of administered civilians, supervising needs assessment, selection of training methods, and evaluation of outcomes.

Manages the overall deployment of administered civilians (i.e., pre-deployment preparation and training, provision of protective equipment and clothing, medical and physical fitness, actual deployment, family support, insurance, support in theatre, etc.), when required.

Participates in the development and revision of NATO civilian personnel policies.

Interacts with host nation authorities with reference to activities which are of civilian personnel interest (residence of permit, health system, municipalities, etc.)

Proposes new policies and/or revise existing ones pertaining to overall management of all categories of administered civilians.

Manages overall data maintained on administered civilians (i.e., personnel records, electronic files, etc.), ensuring compliance with data protection and record retention policies.

Provides HR statistics regarding administered civilians to higher headquarters (i.e., SHAPE, NATO HQ, etc.) to include data for the development of budgets.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

3. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

University Degree in human resources management, business administration, law, social sciences, or related field, public administration or related discipline and 2 years of function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience;

At least four years of experience in the Human Resources Management, human capital planning and development;

Experience in leading negotiations on labour management policies.

At least two years of experience advising and influencing management at the highest level on workforce and personnel strategy and its effects on the wider operational environment.

Must have an English Standard Language Proficiency level of “professional” in Listening, Reading, Speaking and Writing (SLP 3333 based on NATO standards).

The HQ's host nation language (Italian) is required.

DESIRABLE

Master Degree in Business Administration/Management.

Strong knowledge of civilian human resources personnel regulations

Previous NATO assignments.

Working experience in an international/ military environment.

Previous experience within NATO workforce management.

Previous experience within NATO civilian human resources office.

Experience working unsupervised, exercise leadership, and influence change.

Excellent writing and presentation skills.

Strong change and project management skills, including the ability to manage time well, prioritize effectively, and handle multiple deadlines.

Experience undertaking large, long-term projects, develop alternative methods to complete them, and implement solutions.

Trained in APMS and ERT.

Professional contacts

Professional contacts with others inside and/or outside immediate organization and at higher level to include Flag Officers providing advice and recommendations, other than normal professional courtesies or information gathering. The post has contact with individuals and organizations at varying levels which involves explanation, discussion, persuasion and approval of action. In addition some contact involves negotiations and consultation. The maintenance of a close liaison with higher HQ OE is essential; contacts with host-nation military organizations and services, Local National Representatives. The incumbent is also required to maintain regular professional contacts with representatives of other functional areas in the organization, such as the Financial Controller, the Line Commanders, the Legal Advisor. The incumbent is required to liaise with other HR professionals within the Force and NATO-wide, when required, to ensure standardization of HR policies regarding the treatment of civilians. The incumbent acts as primary point of contact for the Civilian Staff Association. The incumbent maintains professional contacts with local authorities regarding employment matters, e.g., tax, customs, labor office, and other community officials and Medical Insurance Company. Assists or represents the Branch Head in meetings or on boards concerning civilian HR matters.

Contribution to Objectives

The incumbent of this post exercises judgement and critical thinking when advising civilian personnel matters. The work involves the analysis and research of a complete task with the development of recommendations that affect the plans and management of the Operational Element and, as in the case of PE and Functional Reviews, direct impact on the work and objectives of the organization itself. In addition, the incumbent's successful performance of duties in the management and administration of civilian human resources, to include performance management, staff development, crises resolution, discipline, and providing advice to managers, directly affects the ability of the Force to properly execute work and reach established objectives. The incumbent's ability to propose and implement policy changes directly affects the Organization's performance and ability to keep up with a changing environment. The incumbent's success in resolving disputes among employees and/or between employees and management directly affects the Organization's ability to execute work and reach established objectives.

5. CONTRACT

The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract. NATO-serving staff members will be offered a contract in accordance with the NATO Civilian Personnel Regulations (NCPRs).

The basic entry-level monthly salary for a NATO Grade G15 in Italy is Euro 5,725.22 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
