Job Summary:
We are seeking a skilled Business Analyst with strong expertise in the finance domain and hands-on experience working on state government projects. The ideal candidate will have a solid understanding of public sector financial processes, budgeting, and regulatory compliance, combined with a proven ability to gather, analyze, and document business requirements. The role involves liaising between stakeholders, technical teams, and external vendors to ensure successful delivery of finance-related IT systems and process improvements.
Key Responsibilities:
Engage with stakeholders across state government departments to gather, analyze, and document business and functional requirements.
Understand and interpret finance-related policies, regulations, and procedures relevant to state government operations.
Conduct gap analysis, process mapping (AS-IS/TO-BE), and feasibility studies for system implementations or enhancements.
Collaborate with technical teams to translate business needs into functional specifications and support solution design.
Facilitate requirements workshops, JAD sessions, and user interviews.
Develop business cases, RFPs, RFIs, and other procurement documentation for finance system solutions.
Support UAT planning, test case development, and execution.
Assist in change management, training, and implementation of financial systems.
Track and report project progress, risks, and issues to project leadership.
Ensure compliance with data governance, security, and audit requirements.
Required Qualifications:
Bachelor’s degree in Business Administration, Finance, Accounting, Information Systems, or related field.
5+ years of experience as a Business Analyst with a focus on finance-related projects.
2+ years of experience working on state or local government projects (e.g., ERP implementation, grants management, budgeting systems, etc.).
Strong knowledge of financial processes such as general ledger, accounts payable/receivable, budgeting, procurement, and auditing.
Experience with public sector financial systems (e.g., PeopleSoft, SAP, Oracle Financials, CGI Advantage, Workday, etc.).
Proficiency in documentation tools such as MS Visio, Jira, Confluence, Excel, Word, and PowerPoint.
Excellent communication, presentation, and stakeholder management skills.
Understanding of compliance and regulatory frameworks applicable to government finance (e.g., GAAP, GASB, state-specific rules).
