Lead the development, planning, implementation of the Department's Strategic plan based on the priorities approved by Tribal Council.
2.
Identify needs and ensure that culturally appropriate strategies are established to address the needs and/or considered in the priorities for Tribal Council approval.
3.
Ensure the development and monitoring of an annual service plan, including appropriate grant related plans.
4.
In cooperation with the planning department seek out and secure grants that are appropriate to the strategic priorities of the Tribe.
5.
Ensure the development, implementation and review of health and human services policies and procedures that will meet accreditation and compliance requirements.
6.
Ensure the quality of clinical services in cooperation with the Medical Directors, management and personnel.
7.
Develop, monitor and review the Department's emergency response activities.
8.
Receive, review and where necessary investigate all service complaints/appeals and ensure that necessary tracking systems are established to maintain timeliness of responses and report on trends.
9.
Ensure that a compliance program is established and maintained in accordance to the OIG requirements.
10.
Ensure that all grant reporting requirements are met including financial reports, audits and activity reports.
11.
Develop, monitor and maintain the Department's budget in accordance to the Tribe financial guidelines and grant requirements.
12.
Ensure that efficient third party billing practices are implemented and monitored.
13.
Promote effective human resource management within the Department in keeping with the seven grandfather teachings and the Tribe's Human Resource policies.
14.
Provide direct supervision, evaluation, guidance of all management team members and other assigned staff.
15.
Participate in the recruitment of all Department personnel including contracted positions and ensure that appropriate orientation occurs for all new hires or position transfers.
16.
Ensure employee workloads are monitored, are manageable and develop appropriate recommendations for staffing changes to address service needs and/or changes.
17.
Ensure that opportunities exist that promote management leadership and personnel input into the ongoing quality improvement of the Department.
18.
Ensure that all facility, equipment and staff safety requirements are established and maintained.
19.
Establish and maintain effective partnerships within the NHBP government operations.

Qualifications:Minimum Requirements 1.
Bachelor's Degree in medical sciences, public health administration or equivalent.
2.
Five years of experience managing tribal health services.
3.
Understanding of Indian Health Services regulations.
4.
Ability to understand, gain knowledge and appreciate the differences with the Native American culture and customs.
5.
Must maintain a valid driver's license with good driving record; GSA certifiable.
6.
Must be able to attend/travel to Michigan Tribal Health Directors Association meetings, grant meetings and other meetings to represent Tribal health concerns as necessary.
7.
Must be able to successfully complete and pass a comprehensive background investigation and drug screening; must not have been found guilty of, or pled guilty or no contest to, any felony or misdemeanor offense under federal, state or tribal law involving crimes of violence, sexual assault, molestation, prostitution, or other crimes against persons, or offenses committed against children; must be able to successfully pass a drug screening by means of hair sample.

Ability to become CPR/First Aid certified as training becomes available.

Must possess excellent management, administrative, organizational, budgeting, planning skills.

Must possess excellent communication skills, both verbal and written.

Excellent computer skills including word processing and spreadsheets and knowledge of other office equipment 12.
Proven ability to research, write and manage grants and work with granting agencies.
13.
