Job Description
A legislative policy analyst for the Utah Legislature provides nonpartisan policy services to the Utah Legislature under the direction of the director of Legislative Research and General Counsel. The director, deputy director, and a team of more than 18 other policy analysts work as managing, senior, and policy analysts to provide nonpartisan policy services to all 104 members of the Legislature.
The Office of Legislative Research and General Counsel is seeking a policy analyst who can function effectively in a high-pressure, fast-paced political environment and work on legislation and research that promotes various public policy positions while maintaining objectivity and neutrality.
Responsibilities
Policy analysts work in assigned primary subject areas alongside legislative associate general counsels who provide nonpartisan legal services (e.g., drafting legislation, providing legal counsel) to the Utah Legislature. Policy analysts are responsible for providing policy services in their primary subject area in the following ways:
Bill Policy Development - Identify requests for legislation within their subject area that require further policy development in preparation for drafting and provide policy services to individual legislators to help them achieve their policy objectives. This may include identifying, analyzing, and communicating policy options for legislators.
Policy Research - Conduct and present policy research and information for legislative committees, individual legislators, and the majority and minority leadership of the House and Senate. Respond to legislators' requests for information, research, and policy analysis.
Committee Work - Staff legislative committees, work with committee chairs to develop agendas, and seek to enhance the committee's policy learning experience by identifying potential presenters for agenda items, making presentations to the committee, or providing information and analysis to the committee. Policy analysts also advise legislators on the application of legislative rules and processes.
Perform other duties as required, including:
serving on workgroups and committees within or on behalf of the Office of Legislative Research and General Counsel; and
completing other duties assigned by the director or deputy director.
Qualifications
POSITION QUALIFICATIONS:
Candidates must have a master's degree in public administration, public policy, economics, political science, or another related discipline.
Demonstrate the ability to work independently and within a team, and the ability to work in an unbiased manner with a variety of professionals who have varying areas of expertise and experience.
Demonstrate proficiency in:
Research and writing;
Organizational and analytical skills;
Oral communication;
Providing objective, neutral, and in-depth policy analysis; and
Interpersonal communication and relationships.
OTHER REQUIREMENTS:
This position is a non-partisan position, and the incumbent must be objective and neutral, especially when working with partisan members of the House, Senate, and the public.
Must be willing and able to work in-person. This position has a hybrid schedule of in-office and remote workdays. The schedule is subject to change based on the needs of the Legislature. However, the incumbent is required to be in-person five days a week during the Legislative Session.

SALARY/BENEFITS:
The beginning to mid-salary range for this position is $44.47 to $64.47 per hour, plus comprehensive medical, dental, leave, and retirement benefits. The selected candidate's salary will be commensurate with the candidate's education and professional experience.
