Urban Pathways Charter School is seeking a dynamic and experienced Human Resources Generalist to lead all HR-related functions, ensuring a culture of excellence and compliance. This individual will play a critical role in aligning HR practices with the school’s mission, with a focus on fostering employee engagement, compliance with state and federal laws, and building collaborative relationships with labor unions and staff. The ideal candidate will have expertise in Pennsylvania labor law, charter school operations, union negotiations, and the implementation and management of HRIS systems.

Key Responsibilities:

Human Resources Leadership

Develop, implement, and oversee HR policies and procedures that align with school goals, state regulations, and labor laws.

Ensure compliance with Pennsylvania state laws, including Act 168, Act 153, and other regulations relevant to charter schools and educational institutions.

Lead HR initiatives to enhance employee engagement, satisfaction, and retention.

Maintain personnel files and all related documents.

Labor Relations

Serve as the primary liaison with labor unions, handling contract negotiations, grievance processes, and resolution of disputes.

Administer collective bargaining agreements, ensuring compliance and fostering a positive labor-management relationship.

Provide training for leadership and staff on labor-related policies and best practices.

Recruitment and Talent Management

Oversee the full recruitment lifecycle, including sourcing, interviewing, and onboarding qualified candidates who align with the school’s mission and values.

Implement professional development and performance evaluation systems to ensure staff growth and effectiveness.

Manage teacher certification compliance and licensure in accordance with Pennsylvania Department of Education standards.

HR Technology and Systems

Oversee and manage the school’s HR management system (HRMS/HRIS) for employee records, payroll, benefits, and performance management.

Leverage HR technology to streamline processes, track key HR metrics, and enhance operational efficiency.

Staff Support

Provide benefits administration, PTO management, and promote employee wellness initiatives.

Deliver training programs for staff on topics such as workplace compliance, diversity, equity, inclusion (DEI), and effective teaching strategies.

Creating onboarding programs to ensure new hires understand the school’s mission, policies, and procedures.

Qualifications:

Bachelor’s degree in Human Resources, Education Administration, Business Administration, or a related field.

Minimum of 5 years of HR experience, with at least 2 years in a leadership role.

Demonstrated experience working with labor unions, including collective bargaining and grievance resolution.

Experience in charter school HR management or public K-12 schools strongly preferred.

Proven experience with implementing and managing HR management software systems (e.g., Paychex, ADP, BambooHR, Paylocity, or similar).
