The Hamilton County Health & Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency.
During a public health emergency, all staff are required to respond should a call to mobilize be made.
During a public health emergency, work hours for any and all Hamilton County Health & Social Services Division employees are subject to modification to meet the needs of the community.
Under general supervision, develops the vision, strategy, and operations of integrated Behavioral Health Services (Mental Health and Substance Use) for un-sheltered individuals.
Provides leadership, management and oversight of day-to-day operations while providing limited direct client services.
ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, physical requirements, knowledge, skills, abilities, and other characteristics.
This list of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by incumbents of this class.) Plans and directs the day-to-day operations of integrated behavioral health services at the Homeless Health Care Center and its outreach sites.
Develops long and short-range plans, goals, and objectives; contributes to annual budget projections and recommendations; coordinates programs and staff to ensure timely and efficient delivery of services; develops protocols and processes based on assessment, research, best practices, and recognized standards of practice; coordinates and ensures timely communication of issues to all staff; represents the agency at county, state and national meetings and events.
Interviews candidates and recommends new hires; prioritizes schedules and assigns staff work reviews and evaluates completed work; counsels staff on personnel issues; develops action corrective plans and disciplines in accordance with established Hamilton County Personnel rules.
Works collaboratively with health center team to develop and maintain policies, procedures, workflow, and processes for the delivery of culturally sensitive, integrated behavioral health services including medications and therapy for Opioid Disorder (MOUD). Maintains knowledge of the most current DMS-5, psychotropic medications, MOUD and evidence-based therapy techniques Assures the Health Center employs evidence-based behavioral health practices, following all laws and regulations, state-wide guidelines, and grant program expectations; assists leadership with maintenance of Joint Commission accreditation; leads accreditation processes for any required behavioral health accreditations; evaluates the effectiveness of the behavioral health program.
Develops staff though the identification of evidence-based training programs; assure staff attend such training and other trainings as required.
Participates in community, state level, national and other specialized training or educational sessions relating to serving the un-sheltered and/or integrated behavioral health care.
Participates in community or statewide committees or work groups related to the planning, development, management, funding, or evaluation of integrated behavioral health services; advocates for the un-sheltered population.
Provides direct care to clients including assessment, diagnosis, treatment planning, monitoring, evaluation, and therapy documenting such activities in the Health Center's EHR.
Acts as lead in responding to an onsite behavioral health crisis until the community-based Crisis Response Team arrives.
Performs other related duties as assigned.
Knowledge of applicable State of Tennessee statutes, rules, administrative orders, policies and procedures, applicable Federal rules, and requirements.
Knowledge of Hamilton County Policies and Procedures.
Knowledge of evidence-based practices associated with Behavioral Health and integration of such services into primary care settings.
Knowledge of facilitation of team based decision-making and problem solving.
Knowledge of case management approaches, including drug testing processes, service referral, and available community resources.
Knowledge of common behavioral health diagnoses and substance use disorders.
Knowledge of MOUD statutes, rules, and policies and procedures Knowledge of conflict resolution strategies.
Knowledge of relevant confidentiality requirements, policies, and procedures.
Knowledge of the culture of the un-sheltered Ability to maintain a non-judgmental, humble learning attitude toward the unsheltered clients providing services in a culturally responsive manner.

Knowledge and skill in using the DSM-5 (Diagnostic and Statistic Manual of Mental Disorders) Knowledge of psychotropic and substance use treatment medications including MOUD Knowledge of and skill in use of evidence-based screening tools and therapeutic techniques Skill in the accurate diagnosis of behavioral health disorders Skill in directing individual counseling and group therapy sessions Ability to operate the Health Center's EHR system Tolerance for working with individuals who struggle with compliance Sense of mission for providing services for the un-sheltered population Ability and commitment to practice self-care to prevent burnout Must be a licensed mental health or substance use professional with a current clinical license to practice in the State of Tennessee and be in good standing with the licensure board.
Must possess a Master's Degree in a behavioral health or human services-related field from an accredited college or university.
Must have a minimum of three (3) years of direct work experience in behavioral health with at least one (1) year of supervisory experience having interdisciplinary or interagency operational responsibilities.
Must possess a valid driver's license.
ADDITIONAL REQUIREMENTS: Must be willing to complete additional trainings specific to providing services to the homeless population, MOUD, integrated behavioral health and other topics as deemed necessary for successful completion of work assignment.
This position is deemed essential during inclement weather situations and must report to or remain at work, even when administrative closings are announced, as determined by the Department Head.
Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or or an Emergency Vehicle Operations Course (EVOC) provided at the department level.
PHYSICAL REQUIREMENTS: Work requires managing multiple tasks in a fast-paced environment including extensive computer data entry and processing; bending, stooping, walking and/or standing for extended periods of time, and carrying of equipment and supplies weighing up to 15 pounds.
Work may also involve the potential for physical harm in working with clients and potential exposure to infectious diseases.
