General Job Information Job Summary This position is located in the Office of the State Superintendent of Education (OSSE), Division of Student Transportation (DOT). The mission of OSSE DOT is to provide safe, reliable, and efficient transportation services that positively support learning opportunities for eligible students from the District of Columbia.
Duties and Responsibilities The incumbent operates gasoline or diesel-powered vehicles including but not limited to vans, buses, and special purpose vehicles equipped with power take off and levers, buttons, pedals, etc., to control equipment.
Drives vehicles either on a trip basis or upon regularly established schedule(s) and route(s) to transport material, equipment, and/or personnel.
Loads and unloads materials and persons or directs others in this task.
Checks materials and persons loaded or delivered against records of various types to ensure against errors and obtain signatures of receiving individuals where required.
The incumbent logs trip records to include time of departure, sequence of stops, time of return, trip mileage, gasoline and oil consumption, and similar items.
Reports any defects in vehicle operations, accidents, damage or traffic violations.
Conducts operational inspection of vehicles for loose parts, damaged or worn tires, and proper air pressure in tires.
Routinely checks for adequate gasoline or diesel supply, water in radiator, proper oil level, battery condition and similar items and checks presence and usability of assigned equipment, such as tools, tire changing equipment, fire extinguishers, and first aid kits.
Qualifications and Education Job Elements: ABILITY TO DO THE WORK OF THE POSITION WITHOUT MORE THAN NORMAL SUPERVISION Operation of Motor Vehicles Work Practices (includes keeping things neat, clean, and in order) Ability To Interpret Instructions, Specifications, etc.
(related to mobile equipment operation) Ability to Drive Safely (Motor Vehicles) Reliability and Dependability as a Motor Vehicle Operator Two (2) years of experience driving a commercial passenger vehicle (e.g., school bus, shuttle bus, passenger van, limousine, etc.) is highly desirable.
High school education/GED or higher is preferred.
Licenses and Certifications Must possess and maintain a valid Commercial Driver's License (with both Passenger "P" and school Bus "S" Endorsements) Must possess and maintain a valid DOT Medical Certificate.
Must possess and maintain valid CPR and First Aid Certifications, which must be obtained before the start date if selected.
Working Conditions/Environment Work is performed outdoors.
Incumbent drives in all types of traffic and weather conditions and is exposed to the possibility of a serious accident.
Incumbent loads and unloads vehicles occasionally with the risk of being exposed to bad weather conditions and accidents.
Other Significant Factors Tour of Duty: This position is part-time, 35 hours per week.
This position will be located at one of the 4 (four) OSSE terminals, as determined by the Program Manager of Terminal Operations.
Duration of Appointment: This is a Educational Service, "At-Will" Appointment.
All positions and appointments in the Educational Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Pay Plan, Series, Grade: RW-5703-07 Promotion Potential: No known promotional potential.
Collective Bargaining Unit (Union): This position is covered under the collective bargaining agreement (AFSCME Local 1959). Position Designation: This position is designated as a Safety Sensitive position and is subject to mandatory pre-employment and periodic Criminal Background Checks and Traffic Records Checks (as applicable). This position is also subject to mandatory pre-employment and random Drug and Alcohol Testing, including for marijuana.
In this position, you may be disqualified from employment based on the presence of marijuana in test results, even if you possess a medical card authorizing the use of medical marijuana.
Emergency Designation: This position has been designated as an emergency employee position under the provisions of the District Personnel Manual, Chapter 12.
As such, your services may be required in emergencies to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications.
These duties may be performed when the government is closed or when most employees are dismissed early.
Employees are required to work rotating shifts, including evenings, nights, weekends, and holidays.
Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years.
Failure to do so may result in forfeiture of employment.
