Job Summary:
• We are seeking an experienced and proactive Interim Principal Public Rights of Way Officer to lead and manage a dynamic team responsible for maintaining and enhancing the public rights of way network.
• This temporary position offers the opportunity to play a key strategic role in the development of accessible, sustainable routes that support community wellbeing and active travel.
• The successful candidate will bring leadership, legislative knowledge, and a customer-focused approach to service delivery.
Key Duties/Accountabilities (Sample):
• Act as the professional lead for all Public Rights of Way (PROW) matters within the authority.
• Manage and support the Public Rights of Way team, ensuring effective operational delivery.
• Develop and implement strategies, policies, and processes to enhance the PROW network.
• Work collaboratively with senior managers, elected members, stakeholders, and local communities.
• Ensure the network is accessible, well maintained, and legally compliant.
• Provide specialist advice on complex PROW issues including legal orders, diversions, obstructions, and enforcement.
• Oversee the delivery of statutory duties under the Highways Act 1980 and Wildlife and Countryside Act 1981.
• Represent the team in strategic meetings and working groups.
• Lead on project development and reporting, contributing to wider transport and green infrastructure objectives.
• Manage budgets and external contractors, ensuring value for money and quality service.
Skills/Experience:
• Proven leadership experience in Public Rights of Way, countryside access or highways rights of way.
• In-depth knowledge of relevant legislation (e.g. Highways Act 1980, Wildlife and Countryside Act 1981, Countryside and Rights of Way Act 2000).
• Experience managing staff and delivering service improvements in a local authority or similar setting.
• Strong project and budget management skills.
• Ability to build positive working relationships with elected members, stakeholders, and the public.
• Confident in handling sensitive and high-profile matters professionally.
• Excellent written and verbal communication skills, including report writing and public correspondence.
• Strong IT skills, with the ability to analyse and report data using digital tools.

• Hours: 37 per week (hybrid working – typically 1 day per week in office, additional days for site visits as needed).
