Result of Service High-quality delivery of the following project components: ● Awareness raising of NDC 3.0 ● Revised Development Assistance Policy ● Resource mobilization strategy and concept notes ● Capacity building training sessions and materials ● Stakeholder engagement and national awareness campaigns Work Location Home-based / Hybrid Expected duration Full-time Duties and Responsibilities The consultancy forms part of the "PAF24Q2-RMI-UNEP-014" initiative funded by the NDC Partnership Action Fund (PAF), led by UNEP-CCC in collaboration with the Government of the Republic of the Marshall Islands (RMI). The project aims to support the country in enhancing its updated Nationally Determined Contributions (NDC 3.0), developing the necessary climate finance frameworks, and implementing policies and institutional capacities for low-carbon, climate-resilient development.

A local mid-level consultant is required to facilitate project execution on the ground, ensuring alignment with national priorities and smooth coordination with UNEP-CCC, government ministries, and stakeholders.

The RMI is highly vulnerable to climate change, facing existential risks due to sea level rise and increasing weather extremes.

The government has demonstrated strong climate leadership by committing to ambitious NDCs.

To support the implementation of its NDC 3.0 and related climate finance strategies, UNEP-CCC seeks to recruit a national mid-level consultant to serve as a local liaison and technical coordinator.

The consultant will be instrumental in aligning the project outputs with the Marshallese policy context, facilitating capacity building, and enabling effective stakeholder engagement as well as data collection and generation (when needed). Their work will directly contribute to the implementation of the NDC 3.0, the revised Development Assistance Policy, and mobilization of climate finance.

One local travel is planned to conduct community site visits to increase awareness of the latest NDCs 3.0.

See below (3.2.) list of specific activities and deliverables, to be completed within the 12-month contracting period.

The Performance Indicators are: ● Quality of Data Collection: Evaluation of the completeness and accuracy of the collected data based on the predefined data request, including the level of detail and relevance to the project's objectives.

Evaluation of the quality and completeness of deliverables based on predefined criteria and feedback from UNEP-CCC and Gov of RMI.

● Stakeholder Engagement: Assessment of the effectiveness of stakeholder mapping, the establishment of contacts, and the depth of stakeholder consultations, including the diversity and relevance of stakeholders engaged.

● Timeliness and Responsiveness: Meeting deadlines for the submission of deliverables and responsiveness to feedback from UNEP-CCC and Gov of RMI, demonstrating reliability and project management skills ● Clarity and Usability of Reports: Evaluation of the reports' clarity, coherence, and usefulness based on feedback from target users and stakeholders, ensuring the deliverables meet the project's objectives.

● Impact of Capacity Building Activities: Assessment of the effectiveness of the training modules and workshops, measured by participant feedback, improvement in knowledge and skills, and subsequent application of energy efficiency practices.

Key Activities and Deliverables Component 1: Launch, Awareness and Early Implementation of NDC 3.0 A1.

Launch & Awareness Activities: ● Lead on first draft of a multi-stakeholder Launch and Awareness Strategy and Workplan ● Develop a communications plan aligned with Government platforms ● Provide technical input for organizing and delivering the national NDC 3.0 launch event ● Draft and oversee production of awareness materials (brochures, banners, billboards, videos) in English and Marshallese ● Coordinate with Government teams to design and implement community awareness visits, including documenting community feedback.

● Provide overall technical and coordination support for additional tasks that may reasonably arise during implementation, consistent with the objectives of this project, including ad hoc inputs to ensure effective alignment and timely delivery of outputs.

Deliverables package 1: ● Finalized Launch and Awareness Strategy and Workplan (max 10-page document OR detailed slide presentation) ● Communications plan (max 10 page document) ● Short (max 10-page) report on the national launch event (including agenda, participants, outcomes) ● Set of awareness-raising materials: brochures, banners, billboard designs, and video ● Community visit report summarizing outreach activities and lessons learned ● Additional short technical notes, presentations, briefing inputs, or other supporting materials, as required, to facilitate the effective implementation of the project and achievement of its objectives.

Component 2: Policy Review Output 2.1 - Reviewed Development Assistance Policy Activities: ● Conduct a desktop review of the 2019 Development Assistance Policy, highlighting key opportunities for NDC alignment and implementation ● Support planning and facilitation of consultations with the Climate Finance Task Force ● Document stakeholder feedback and prepare a consultations report ● Revise the draft Development Assistance Policy based on findings and recommendations ● Provide overall technical and coordination support for additional tasks that may reasonably arise during implementation, consistent with the objectives of this project, including ad hoc inputs to ensure effective alignment and timely delivery of outputs.

Deliverables package 2: ● Technical note summarizing desktop review of the 2019 policy (details comments presented in tabular format, with actionable recommendations) ● Consultation meeting report including key stakeholder inputs (max pages) ● Consolidated consultations report (max 10 pages) ● Revised draft Development Assistance Policy submitted for review by the oversight committee ● Additional short technical notes, presentations, briefing inputs, or other supporting materials, as required, to facilitate the effective implementation of the project and achievement of its objectives.

Climate Finance Training and Coordination Output 2.2 - Training on Climate Finance Delivered Activities: ● Conduct a needs assessment to identify capacity gaps in climate finance within Government institutions ● Design and deliver one two-day training on climate finance basics for TTEC Working Groups ● Design and deliver an advanced one-day training on climate finance access for the Climate Finance Task Force ● Support facilitation of a roundtable with government, NGOs, private sector, and donor partners for knowledge exchange ● Provide overall technical and coordination support for additional tasks that may reasonably arise during implementation, consistent with the objectives of this project, including ad hoc inputs to ensure effective alignment and timely delivery of outputs.

Deliverables package 3: ● Report (max 10 pages) on capacity building needs assessment ● Draft training materials, agenda and participant list for two-day training workshop in RMI ● Report (max 10-pages) on the one-day training session ● Roundtable proceedings report including summary of discussions and recommendations ● Additional short technical notes, presentations, briefing inputs, or other supporting materials, as required, to facilitate the effective implementation of the project and achievement of its objectives.

Investment Pipeline Planning Output 2.3 - Resource Mobilization Strategy Including 8 Concept Notes Activities: ● Draft a detailed work plan for investment pipeline planning (for National Energy Office approval) ● Undertake a desktop analysis of current and planned concept notes to ensure alignment and avoid duplication ● Identify the broad scope of 8 investment concept notes consistent with RMI's Electricity Roadmap and other strategic plans, for further development by UNEP-CCC experts ● Rather inputs to a resource mobilization and donor outreach strategy ● Prepare talking points, presentations, and briefing notes to support Government engagement with donors ● Provide overall technical and coordination support for additional tasks that may reasonably arise during implementation, consistent with the objectives of this project, including ad hoc inputs to ensure effective alignment and timely delivery of outputs.

Deliverables package 4: ● Draft work plan for investment pipeline planning ● Brief report (max 8 pages) identifying the broad scope of 8 x relevant investment concept notes ● Resource mobilization and donor outreach strategy document (max 20 pages) ● Draft outreach materials: talking points, presentation deck, and briefing note ● Additional short technical notes, presentations, briefing inputs, or other supporting materials, as required, to facilitate the effective implementation of the project and achievement of its objectives.

Qualifications/special skills ● Bachelor's degree in finance, economics, environmental policy, or related field (required) ● Master's preferred ● Minimum 7 years of experience in development project implementation (required) ● Proven experience in public sector engagement or working with SIDS (required) ● Experience with climate policy, climate finance, or NDCs (required) ● Familiarity with the context and institutions of RMI (desirable) Languages ● Fluency in English (required) ● Marshallese (desirable) Additional Information Not available.
