An employee in this class is responsible for the assisting the manager with various collection duties including the accounting of tax collections, assisting with enforced collections and general oversight of the office in the absence of the manager.

Work involves significant public contact with property owners, financial institutions, employers, professionals and may involve controversial topics.

The position requires a broad knowledge of the tax department and collection procedures.

Employee must exercise independent judgment, discretion, and initiative in completing assignments and handling public contact in situations requiring considerable tact and knowledge of applicable policies, procedures and programs.

Work is characterized by its variety, complexity and confidential nature, requiring considerable organizational skills and analytical ability.

Work is performed under general supervision of the Collections Manager and is evaluated through conferences, reviews, reports, and records.

* Performs managerial duties in the absence of the Collections Manager including office and staff oversight * Assists the Collections Manager with review and approval of new forms and assists the County Attorney in the preparation and mailing of the foreclosure letters * Prepares the daily bank deposit of all funds received by the Tax Department * Prepares a daily report of all tax receipts for the County Finance Department * Processes the files received of bulk tax payments from mortgage companies and responds to all mortgage related tax questions * Posts all tax receipts to the County Ledger * Prepares the check requests for disbursements of local taxes collected to the municipalities * Responsible for daily balancing oversight and corrects clerical errors discovered during the daily balancing process * Maintains a list of returned checks and notifies payer of the new process for payment and ultimately bank attachment if bill not voluntarily paid * Requests employee list from employers for enforced collection actions * Contacts property owners regarding delinquent accounts * Performs enforced collections including wage garnishments and bank attachments and maintains active wage garnishment and bank attachments files for the office * Ensures enforced collection documents are scanned and processed in Laser fiche * Maintains log of all certified mailings * Works directly with outside legal counsel hired to handle all tax foreclosures * Reviews and approves all requested tax refunds * Assists the public as needed via telephone or in-person communication * Assists with the compilation of month end data and the monthly collection report * Responsible for ensuring sufficient availability of supplies, forms and envelopes for the Collections staff * Maintains a current understanding of collection processes and general accounting * Performs other duties as assigned * Considerable knowledge of state laws and regulations and county ordinances that apply to property tax collection methods and procedures including real estate foreclosure * Considerable knowledge of accounting principles and proper cash handling procedures * Ability to gather, interpret, and communicate information and instructions regarding tax law, departmental policies and procedures relating to collections * Considerable knowledge of various tax and business software programs including the County's CAMA system * Ability to analyze and interpret policies and procedures * Ability to operate standard office equipment required by the position including but not limited to computer, printer, copier, scanner, calculator, and telephone * Ability to multitask, prioritize, and work assigned duties to completion * Ability to establish and maintain effective working relationships with property owners and their representatives, financial institutions, other county employees, co-workers and supervisors * Ability to work within and perform duties as part of a team * Ability to communicate clearly and effectively in verbal and written forms * Ability to tactfully and courteously deal with citizens, employees, professional and other governmental agencies Physical Requirements * Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, walking, pushing, pulling, lifting, fingering, feeling, talking, hearing, and repetitive motions.

* Must be able to perform light work exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

* Must possess the visual acuity to read and analyze data, operate a computer and other business machines, and operate a motor vehicle.

Associate's degree from an accredited college or university with a concentration in business or accounting and experience in business administration, finance, banking or accounting, or an equivalent combination of education and experience.

Special Requirements * Possession of or the ability to obtain certification from the North Carolina Tax Collectors Association within three years and maintain certification for the tenure of employment * Possession of a valid North Carolina driver's license and a demonstrated safe driving record
