Reporting to a volunteer Board of Directors, the CEO is a collaborative partner to the board on visioning and strategic planning and provides organizational leadership for Norfolk Housing Association (NHA). The CEO champions a strong culture and commitment to community.

Position Details
Title: Chief Executive Officer (CEO)
Hours of Work: Full time (40 hours per week)
Responsibilities
The CEO, reporting to the Board of Directors, leads the organization, develops strategy, and champions Norfolk’s culture and community commitment. With an operations team including 4 direct reports, the CEO is accountable for governance, administration, fiscal management, community relations, human resources, strategic priorities, partnerships, policy development, and facility management.
Primary responsibilities include:"Governance & Board Relations"
Collaborate with the Board to develop the Strategic Plan
Develop and report on the Growth Plan
Regularly communicate issues, opportunities, challenges, and risks to the Board
Engage Board members to advance priorities
Provide regular financial and operational reports
Work with the Board Chair to develop board agenda items
Support transparent and effective decision making"Leadership & Visioning"
Collaborate with the Board to develop vision and strategic priorities
Encourage team building through open communication
Represent the organization to enhance profile and engagement
Lead program development in alignment with the mission"Strategic Planning & Policy Management"
Act as professional advisor to the Board
Develop and implement strategic and growth plans
Develop policies and procedures aligned with mission and values
Draft policies for Board approval and implement procedures
Develop, execute, and report on growth plans for asset portfolio"Operational Planning & Facility Management"
Ensure long-term integrity of assets
Oversee administration and facility management
Lead operational planning and implementation
Facilitate research, planning, development, implementation, and evaluation of programs
Ensure programs meet Board policy guidelines and priorities"Human Resources Management"
Promote inclusive, diverse, compassionate, respectful culture
Determine staffing requirements and allocate resources
Maintain safe working environment aligned with regulations and vision
Hire, evaluate, coach, mentor, and if necessary dismiss staff

Lead budgeting, forecasting, and reporting with Board and staff
Maintain sound bookkeeping and financial policies
Manage funds according to Board-approved budget
Assess risks and opportunities; identify external resourcing needs
Provide regular progress reports; coordinate with external auditors

Promote awareness of affordable housing and the organization’s vision
Lead communications strategy execution
Present annual report at the member AGM
Identify and research funding opportunities
Cultivate relationships with residents, partners, business, media, and funders

Qualifications & Experience
The successful candidate will possess:
A related degree and certification with at least 10 years of relevant experience
Equivalent combinations of experience and education may be considered
5+ years in progressive management in real estate, property management, affordable housing, or non-profit
Solid financial knowledge with budgeting, reporting, monitoring, and policy
Balance of business acumen and social conscience regarding accessibility for those in need
Confident and inspirational public speaker with a network in non-profit/public sector
Policy development and strategic planning experience
Ability to foster positive culture and collaboration
Excellent verbal and written communications
Capacity to build relationships with diverse stakeholders
Experience reporting to or working with a governance Board

The CEO works in an office and may travel to properties, conferences, and meetings; some non-standard workplaces.
The role is a 40-hour week with additional evenings, weekends, and overtime to accommodate Board meetings and public events.
Compensation includes a competitive salary, employer-paid health and dental benefits, Health Spending Account after 3-month probation, vacation, four flex days, professional development budget, and RRSP matching up to 5% after one year.
