Job Summary
The Senior Compliance & Quality Assurance Officer (SCQAO) is tasked with overseeing compliance within Rockdale County Fire Rescue (RCFR) to ensure that operational procedures and personal conduct are in accordance with all applicable laws, regulations, and contractual agreements. This position is accountable for but not limited to updating, implementation, and review of all department standard operating procedures and guidelines. This position is responsible for establishing and setting the tone of compliance throughout Rockdale County Fire Department.
The-SCQAO reports directly to the Deputy Chief of Administration.

Serves as system administrator for RCFR's Record Management Software, assisting all end users as needed.
Serve as Knox System administrator, update user profiles to ensure all necessary personnel have valid PINs for use.
Oversee the ISO process, assist with ISO audits, provide necessary reports.
Schedule meetings with various department divisions of labor to ensure the inclusion of relevant factors and industry best practices for ISO and departmental accreditation preparation.
Ensures NFIRS/NERIS and GEMSIS reporting compliance.
Implements, oversees, and monitors the day-to-day operations of the compliance and ethics programs.
Responsible for assisting in developing and improving the department's policies and standards to outline ethical, safe, and efficient procedures.
Formulates standards and assures that proper procedures are executed to guarantee that the compliance programs for the entire fire department are effective and efficient in detecting, preventing, and correcting noncompliance with applicable laws and regulations.
Maintain confidentiality and attend meetings, as required.
Assist with the maintenance of RCFR Strategic Plan.
Evaluates and monitors the performance of the compliance programs and carries out risk assessments and compliance reviews to determine efficiency and ensure policies and procedures are being followed.
Oversee the ongoing internal review of the RCFR Standard Operating Policies and Standard Operating Guidelines to ensure compliance.
Oversee and collaborate with the Chief of Training and the Compliance & Quality Assurance Officer to review fire incident reports and identify trends of non-compliance to develop and implement training processes and procedures.
Liaise with Document Management System representative to formulate and edit standards and assures that proper procedures are executed to guarantee that the compliance programs for the entire fire department are effective and efficient in detecting, preventing, and correcting noncompliance with applicable laws and regulations.
Provides policy guidance to members to ensure policies align with the departmental goals and objectives.
Assist with drafting new policies or amendments to policies and submitting proposals for review to the Fire Chief.
Works to promote a culture of integrity and ethical decision-making throughout the fire department.

Physical Demands
Requires exerting up 10 pounds of force occasionally, and/or up to 20 pounds of force to move objects.

Working Conditions
Work is typically performed in an office environment. Some work offsite may be required.
Minimum Qualifications
1) Associate's degree in business administration or related field.
2) Five (5) years of experience working in an executive-level administrative capacity, including at least four ( 4) years in a supervisory role and/or having dealt with personnel issues.
3) OR have a combination of education, training and work experience that is equivalent to # 1 and #2 above that provides the requisite knowledge, skills, and abilities for this job.
4) Valid State of Georgia driver's license (with satisfactory 3-year Motor Vehicle Record)
Preferred Qualifications
1) Bachelor's degree in business administration or related field.
2) Six (6) years of government experience working in an administrative capacity including at least five (5) years in a management role and/or having dealt with personnel issues.
